Clifford Estates International Neighborhood, located in the Zhongcun Subdistrict of Panyu District, Guangzhou, covers an area of around 4 km². It is bordered by Shiguang Road to the north and Hongfu Road to the south, roughly 3 kilometers from the central area of Shiqiao Subdistrict to the east and adjacent to Dafushan Forest Park to the west.
To the south of Hongfu Road is a comprehensive area with complete supporting facilities, including schools, community service centers, and residential buildings. The northern area, benefiting from convenient transportation, features shopping centers, office blocks, hotels, and medical service centers.
Clifford Estates has attracted more than 200,000 residents from the Chinese mainland, Hong Kong and Macao, as well as from over 107 countries worldwide.
In recent years, Panyu District has actively promoted the construction of the pilot international neighborhood. This includes encouraging the China Construction Bank to establish Guangzhou's first financial service center for international neighborhoods, allowing Hong Kong and Macao residents, as well as foreign residents, to enjoy the same convenient financial services as local residents.
In the Binfenghui Community (one of two communities within Clifford Estates), an innovative first-stop service center has been created for Hong Kong, Macao, overseas Chinese, and foreign residents. The center provides tailored consultation services through dedicated windows, staff, and hotlines, focusing on helping newcomers quickly integrate into community life.
The international neighborhood has been recommended as a demonstration area for convenient payment services and a key publicity venue for inbound personnel, particularly for Hong Kong, Macao, and foreign residents.
Moreover, it has facilitated cooperation between Clifford School and the Department of Education and Early Childhood Learning of Manitoba Province, Canada, to jointly offer bilingual teaching programs with mutual credit recognition. After evaluation, these bilingual courses have been recognized by the Education Bureau of Guangzhou Municipality.
It is also worth noting that the Panyu District Zhongcun Street Convenient Service Center, the Clifford Estates Branch, has been established to serve as the Guangdong-Hong Kong-Macao Demonstration Zone for High-quality Life. The center features a manual service hall and a 24-hour smart government affairs hall. The manual service hall includes 276 services, such as petition reception and legal consultation.
To enhance services for its residents, the Hong Kong and Macao Service Center in Zhongcun has been integrated, and a Guangzhou Consultation Service Center of the Hong Kong Federation of Trade Unions has been established. Characterized by multilingual consultation, dedicated personnel coordination, and immediate handling without waiting, it provides services including rental housing registration, consultation on support policies for youth innovation and entrepreneurship, and cloud handling in the "Government Affairs Xiaowu."
The Community Service Station for Foreigners has been established, featuring a professional foreign affairs management team consisting of 1 foreign affairs police officer, 3 interpreters, and 4 auxiliary police officers. The station is dedicated to addressing challenges such as the management and service of foreign-related personnel, handling foreign-related cases and incidents, and resolving conflicts and disputes. Additionally, a notarization service station has been set up based on the legal studio, offering legal consultation, dispute mediation, legal publicity, and notarization services.
Online services have been provided in WeChat groups, creating 4 exclusive service groups where Hong Kong, Macao, and foreign residents can easily manage their affairs upon joining. With over 500 residents in total across these groups, more than 5,500 online services have been successfully completed.
Additionally, Clifford Estates has maximized the advantage of having a considerable number of foreign and Hong Kong and Macao residents. The international neighborhood actively conducts youth exchange activities and addresses practical issues such as housing, schooling, employment, entrepreneurship, and medical treatment for these youths. To bolster cultural exchanges and mutual learning, it organizes annual celebrations for Chinese and foreign festivals, including the Mid-Autumn Festival, Spring Festival, and Christmas.
