REPORT ON THE WORK OF THE GOVERNMENT

Delivered at the Sixth Session of the 16th Guangzhou Municipal People’s Congress on January 19, 2026

Fellow Deputies,

On behalf of the Guangzhou Municipal People’s Government, I will now report to you on the work of the government for your deliberation and also for comments from members of the Guangzhou Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) and other participants present at the session.

I. Review of Work in 2025 and Development During the 14th Five-Year Plan Period

The year 2025 marks both the conclusion of the 14th Five-Year Plan period and the year of hosting the 15th National Games. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we studied, communicated, and implemented the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), as well as General Secretary Xi Jinping’s important speeches and instructions delivered during his inspection tour of Guangdong and at the opening ceremony of the 15th National Games. We fully implemented the arrangements of the Seventh Plenary Session of the 13th CPC Guangdong Provincial Committee and the requirements of the Tenth Plenary Session of the 12th CPC Guangzhou Municipal Committee. Keeping closely aligned with the main line of work of “boosting the economy, safeguarding security, successfully hosting the National Games, and enhancing urban quality”, we prioritized advancing the “Four Stabilities” (stable employment, stable business operations, stable markets, and stable expectations). The annual regional gross domestic product (GDP) reached 3.2 trillion yuan, up 4% year on year. General public budget revenue increased by 3.1%, and expenditure on people’s livelihood accounted for 72% of total general public budget spending. New progress was achieved in economic and social development.

First, we strengthened the foundation to advance the “Four Stabilities”. Employment and personal income maintained steady growth. Over 350,000 new urban jobs were created. The growth rate of per capita disposable income for urban and rural residents remained broadly in line with economic growth, and the urban-rural income ratio narrowed to below 2:1. Market entities expanded rapidly. The total number of registered market entities exceeded 4 million, including over 2.8 million enterprises, representing a 20% increase. Newly registered entities in emerging sectors such as artificial intelligence (AI) and the low-altitude economy doubled. Market vitality and resilience were robust. Passenger throughput at the airport exceeded 83 million, ranking among the world’s top ten. We received 260 million tourists (up 6%), and inbound and outbound foreign travelers increased by 35%. Port cargo throughput approached 700 million tons, while container throughput surpassed 28 million TEUs, ranking among the global top six. Express delivery volume exceeded 20 billion items, the highest in the country. At year-end, the balance of domestic and foreign currency deposits and loans stood at 18.3 trillion yuan, up 6.4%. Newly added loans exceeded 510 billion yuan, ranking third nationwide. Market expectations and confidence remained strong. A total of 11,000 new foreign-invested enterprises were established, with actual utilized foreign investment exceeding 25 billion yuan, up 9.1%. At year-end, medium- and long-term loans to enterprises and public institutions grew by 12.5%.

Second, we made all-out efforts to boost the economy. Support for effective demand was strengthened. Total fixed asset investment reached 806.2 billion yuan, ranking first in the province. Total retail sales of consumer goods exceeded 1.1 trillion yuan, up 5.5%. The total value of imports and exports surpassed 1.2 trillion yuan, growing by 10.4%, of which commodity exports rose by 17.8%, the highest growth rate in the province. Industrial innovation gained new momentum. The region successfully achieved “three increases” in grain sown area, total output, and yield per unit area. The total output value of the secondary industry exceeded 3.3 trillion yuan. The growth rate of added value by industrial enterprises above designated size turned from negative to positive. Industrial investment as a proportion of total fixed asset investment rose to 20.8%. The added value of modern services exceeded 1.6 trillion yuan, accounting for 67.6% of the total added value of the tertiary industry. High value-added service sectors, including internet and software services, leasing and business services, and scientific and technological services, maintained rapid growth. The investment promotion system was revamped. Five key industry offices were established. Nine projects with investment exceeding 10 billion yuan and 114 projects with investment exceeding 1 billion yuan were newly introduced. Construction commenced on major projects with investment exceeding 10 billion yuan, including the TCL CSOT T8 project and the Xizang-Guangdong DC Transmission Project.

Third, we successfully hosted a splendid National Games. We made culture the soul of the Games, highlighted the shared commitment and joint efforts of Guangdong, Hong Kong and Macao, and promoted the integrated development of sports, culture, and technology. Intellectual properties such as “Xiyangyang”, “Lerongrong”, and “Aoyu” resonated strongly with the public. The opening ceremony was a great success—well-organized, seamless, and spectacular. We placed priority on competition organization. Through a “micro-renovation” approach, we revitalized 23 existing venues and built a number of carbon-neutral, green-certified, and barrier-free venues. Seventeen high-quality urban blocks were developed around the venues. Guangzhou hosted nearly 40% of the 15th National Games events in the province and 35% of the events of the 12th National Games for Persons with Disabilities (NGD) and the 9th National Special Olympic Games (NSOG). The city recorded the largest number of participating athletes in its history and delivered a well-organized Games while enabling athletes to excel. We took safety and security as the foundation. Volunteer services, catering and accommodation, medical and health services, transportation, and security support all achieved zero errors and zero accidents. The 15th National Games, the 12th NGD, and the 9th NSOG have become a compelling showcase jointly presented by the Greater Bay Area and were honorably included in the nation’s “memories of the year”.

Fourth, we ensured safety and security across the board. We strengthened prevention and mitigation of risks in key areas, properly addressed risks in public-involved financial activities and in the real estate sector, and fully completed tasks to ensure the delivery of presold housing projects. We completed remediation of 78 key urban flood-prone sites and effectively responded to 39 rounds of torrential rainfall and natural disasters, including Typhoon Ragasa. A citywide minimum emergency fire response system was fully established. We steadily strengthened workplace safety and reinforced integrated public security prevention and control. The numbers of road traffic accidents, injuries, and fatalities all declined. We enhanced monitoring and early warning for infectious diseases, carried out unified Patriotic Health Campaign activities, and effectively contained the spread of chikungunya and dengue fever.

Fifth, we benchmarked against first-class standards to enhance urban quality. We implemented 291 urban quality improvement projects, revitalized 86,000 square meters of waterfront space along the Pearl River, completed a 20-kilometer waterfront jogging loop, and developed 100 model sanitation demonstration zones. Guangzhou was selected as a city supported by the central government’s special funds for advancing urban renewal. Renovation of 166 old residential communities was launched. Major breakthroughs were achieved in the redevelopment of urban villages, including the New Central Axis (Haizhu) and Luochongwei, and the 15-year-long Xiancun Village project was brought to a historic resolution. Twenty-five transportation projects were completed and opened to traffic, including the Guangzhou-Zhanjiang High-Speed Railway, the Zengcheng-Tianhe Expressway, the Haizhu Bay Tunnel, Metro Lines 10 and 12 (sections), and the Guangzhou-Foshan East Ring intercity railway. Fifty traffic congestion bottlenecks were addressed in phases, and more than 50,000 additional parking spaces for non-motorized vehicles were added. Efforts to improve forest quality and expand green coverage reached 230,000 mu, with over 380 kilometers of new forest trails, greenways, and blueways constructed.

Fellow Deputies,

Looking back on the 14th Five-Year Plan period, Guangzhou experienced many major and joyful events while also confronting numerous difficulties and challenges. The course of development was anything but ordinary. During these five years, we held high our banner, solemnly celebrated the centenary of the CPC, and welcomed the convening of the 20th National Congress of the CPC, embarking with confidence on a new journey toward building a strong country and advancing the great cause of national rejuvenation. General Secretary Xi Jinping has always cared deeply about Guangdong and held Guangzhou close to his heart. He conducted four inspection visits to Guangdong and visited Guangzhou twice in person. He granted the Guangdong-Hong Kong-Macao Greater Bay Area the new strategic positioning of “One Core, Two Zones”, affirmed Guangzhou’s role as the cradle of China’s democratic revolution and a pioneer of reform and opening up, and expressed his expectation that Guangzhou would actively advance the development of the Greater Bay Area and continue to serve as a leader and engine of high-quality development. He personally planned and advanced the development of major platforms such as the Guangzhou Laboratory, the Guangzhou Branch of the National Archives of Publications and Culture, and the South China National Botanical Garden. With the General Secretary’s warm concern and guidance, the Guangzhou territorial spatial master plan was approved by the State Council, highlighting Guangzhou’s status as an important national central city and making clear national support for its development as a world-class central city. The state issued the Nansha Plan, laying out strategic innovation platforms including the Human Cell Lineage Atlas Facility, the Cold Seep Ecosystem Research Facility, and the international Big Science project π-HuB (Proteomic Navigator of the Human Body). The Guangzhou Futures Exchange was established, and Guangzhou was designated to develop into an international consumption center city, endowing the city with new strategic missions and major opportunities. At the same time, profound changes unseen in a century have accelerated globally. The far-reaching impact of the once-in-a-century pandemic continues to unfold, economic and trade tensions remain turbulent, and domestically, sectors such as real estate are undergoing accelerated transformation. Structural imbalances within Guangzhou’s industrial landscape have intersected and compounded with external and cyclical pressures, creating overlapping challenges.

In the face of major opportunities as well as shocks and challenges, we fully implemented the decisions and arrangements of General Secretary and the CPC Central Committee. We conscientiously implemented the CPC Guangdong Provincial Committee’s “1310” specific deployment, the requirements of the Guangdong Provincial Government, and the CPC Guangzhou Municipal Committee’s “1312” measures. We acted with resolve and responsibility and pressed ahead under pressure, taking solid steps toward high-quality development and inclusive growth. The city’s economic strength, capacity for scientific and technological innovation at the source, and overall competitiveness all reached new levels. Solid progress were made in injecting new dynamism into this historic city and achieving “new and distinctive progress in four key areas” (urban functions, overall cultural strengths, modern service industries, and the international business environment). Guangzhou’s role as a “forerunner, leader, and locomotive” was further reinforced, marking a strong start in advancing Chinese modernization through Guangzhou’s practice.

We mainly carried out the following work:

(1) Optimization of the strategic layout of urban space and functions. We adhered to a mission-driven and goal-oriented approach, focused on expanding economic scale and strengthening the city’s functional capacity, systematically planned urban development strategies, reshaped the spatial and functional layout of the city, and endeavored to take the initiative in the national regional development framework and global competition.

We strengthened the guiding role of strategic planning. From a global perspective, we defined a new urban development strategy and released a long-term development blueprint looking ahead to 2049, clearly setting the vision of building a demonstration zone for injecting new dynamism into this historic city and developing Guangzhou into a world-class central city. We refined and advanced the spatial development strategy of “expanding southward toward the two oceans, advancing eastward along the two rivers, upgrading the old urban area, and building exemplary growth poles”. We promoted the formation of a spatial pattern featuring: the integrated inheritance and development of the city’s urban, cultural, and commercial heritages; the dynamic interaction among the old central axis, the new central axis, and the dynamic innovation axis; the harmonious environment where historical and cultural heritage, modern vitality, and future growth are interconnected; and the joint development of the historical and cultural hub in the old city center, the modern and dynamic hub in the east, and the prospective and progressive hub in Nansha; 

We strengthened the competitiveness of core functions. Positioning Guangzhou as a national engine of growth, we set new development goals and advanced the initiative of “working hard for 12 years to build a new Guangzhou”. We made all-out efforts to develop international hubs for scientific and technological innovation, aviation, and shipping, and consolidated the foundations for high-quality development, high-quality living, and high-efficiency governance. Guangzhou became the third city nationwide to surpass one trillion yuan in both consumption and foreign trade. The city formed six advanced manufacturing clusters with output exceeding 100 billion yuan each and ten service sectors with value added exceeding 100 billion yuan each. Guangzhou rose to sixth place globally in the Nature Index Science Cities, and its GaWC ranking climbed from 34th in 2020 to 22nd, placing it among the world’s first-tier cities.

We strengthened the carrying capacity of major platforms.By leveraging regional coordination to create new drivers of development, we actively advanced the development of the Eastern Center and the Northern Growth Pole. The China-Singapore Guangzhou Knowledge City Comprehensive Bonded Zone commenced customs closure operations. The Guangzhou Economic and Technological Development Zone consistently ranked second among national-level development zones in overall strength, while the Huadu Economic Development Zone was upgraded to national-level status. The airport economic development index ranked among the top three nationwide. Tianhe and Pazhou CBDs ranked third and ninth nationwide respectively in international consumer competitiveness, while the Bai’etan Business District, Baiyun New Town, and the Chimelong-Wanbo Business District continued to enhance their functional capacity.

(2) Prioritizing industrial development and strengthening the city through manufacturing. We stayed committed to the real economy as the foundation, giving equal emphasis to industry and commerce, and advanced the development of the “12218” Modern Industrial System. We fostered new quality productive forces in line with local conditions and promoted industrial development toward greater innovation and strength.

We strengthened the backbone of industrial development.We established the Canton Investment Development Commission to coordinate the expansion of existing investment and production capacity and the attraction of new investment. More than 4,000 investment promotion projects each exceeding 100 million yuan were implemented. Digital transformation was promoted among 5,300 industrial enterprises above designated size. We advanced the establishment of national innovation centers such as those for new energy storage, fostered four national-level advanced manufacturing clusters and two national-level strategic emerging industry clusters, and increased the number of national-level “little giant” enterprises to 482 and national manufacturing single-product champion enterprises to 35. Industries including autonomous driving, biomedicine, the low-altitude economy, and new display technology ranked among the top tier nationwide.

We promoted the upgrading of the service sector. We strengthened the financial sector, with the balance of domestic and foreign currency deposits and loans and insurance premium income both ranking fourth nationwide. The added value of the financial sector exceeded 300 billion yuan. A total of 73 new companies were listed, and the Guangzhou Futures Exchange launched five futures products. Efforts were made to advance the development of Guangzhou as a strategic hub for modern logistics and circulation. Phase IV of the Canton Fair Complex was completed and put into use, with the competitiveness of the exhibition industry ranking second nationwide. Revenue of service enterprises above designated size exceeded two trillion yuan, and the added value of producer services rose to 59% of the total service sector.

We advanced innovative development in the digital economy.An AI computing center was established, and approval was granted for the development of two national AI application pilot bases. Twelve AI application empowerment centers were cultivated. We introduced and developed three national cross-industry and cross-sector industrial internet platforms and 15 specialized industrial internet platforms. The number of registered large AI models ranked third nationwide. A total of 33 enterprises were recognized as national-level 5G factories, and four enterprises were selected as Global Lighthouse Factories.

We worked to unleash the potential and vitality of domestic demand.Efforts were made to advance the development of Guangzhou as an international consumption center city and to upgrade and strengthen the city brand of “One City, Two Capitals, Three Centers”. We intensified the implementation of consumer goods trade-in programs. A total of 1,620 departure tax refund stores were registered. Five REITs projects were successfully launched. Cumulative fixed-asset investment across society reached 4.2 trillion yuan, with an average annual growth rate of 1.2%. Industrial investment grew by an average of 10.2% annually, including average annual increases of 12.3% in high-tech manufacturing investment and 22.6% in private industrial investment.

We deepened reform to improve the business environment.We implemented regulations to support the development of the private sector and advanced comprehensive reform pilots on market-oriented allocation of production factors. Thirty-eight key initiatives under the national “One-stop Government Services” program were implemented, and 35 Guangzhou-specific service measures were introduced. We saw 50 business environment reform measures replicated and promoted nationwide. We strengthened land preparation and innovated land supply models, expanding industrial land blocks to over 620 square kilometers. Inclusive risk compensation mechanisms benefited 270,000 small and micro business entities, while the “Xinyidai” (Credit Easy Loan) platform facilitated financing exceeding 320 billion yuan. The added value of the private sector exceeded 1.3 trillion yuan, raising its share of GDP to 43%. Three municipal state-owned enterprises newly entered the Fortune Global 500, and total assets of state-owned enterprises approached 8 trillion yuan, 1.7 times the level at the end of 2020.

(3) Strengthening strategic support for greater self-reliance and strength in science and technology. Adhering to the innovation-driven development strategy and focusing on building a major supporting hub for an international science and technology innovation center, we enhanced the overall effectiveness of the innovation system and fostered new drivers and advantages for high-quality development.

We built strong engines to drive strategic scientific and technological strength. We advanced the operation of the Guangzhou Laboratory and the Greater Bay Area National Center of Technology Innovation. Construction was launched on the industrial park for the international Big Science project π-HuB (Proteomic Navigator of the Human Body), the Cold Seep Ecosystem Research Facility, and the Human Cell Lineage Atlas Facility. We supported the development of high-level universities, with the number of Guangzhou’s disciplines ranked in the global top 1‰ and top 1% by ESI rising to 32 and 160, respectively. The China Digital Lung project was approved for construction. We implemented the National Natural Science Foundation Joint Fund for Regional Innovation and Development and optimized joint funding programs for basic research. The domestically designed and built “Meng Xiang” ocean drilling vessel was completed and commissioned. The world’s first PB2-targeting anti-influenza A drug was launched. Twenty projects were selected for national key programs on disruptive technology innovation, ranking second nationwide. The Shenzhen-Hong Kong-Guangzhou innovation cluster rose to first place globally.

We made new progress in collaborative innovation. We supported chain-leading enterprises in forming innovation consortia. Additional tax deductions for R&D expenses of technology enterprises totaled 434.1 billion yuan. The number of high-tech enterprises increased to 13,700, and 24 enterprises were listed among the world’s unicorns, ranking fourth nationwide. The world’s first diameter-adjustable tunnel boring machine was independently developed. The Lijian-1 solid-fuel carrier rocket completed its maiden flight successfully. GAC’s pilot production line for all-solid-state batteries was put into operation. The world’s first publicly listed general autonomous driving company, the first publicly listed robotaxi company, and the first electric vertical take-off and landing (eVTOL) enterprise holding all four required certificates all originated in Guangzhou.

We developed new models for the transformation of scientific and technological achievements. We established a “1+N” policy framework for technology transformation and developed technology transformation hubs around Wushan, Sun Yat-sen University, the Hong Kong University of Science and Technology (Guangzhou), and the Guangzhou Higher Education Mega Center. We created an innovation demonstration zone empowering small and medium-sized enterprises to undertake major tasks. The Guangzhou Branch of the National Technology Transfer and Commercialization Center for Universities (Greater Bay Area) was established. We set up industrial investment funds, venture capital funds, and angel funds of funds, designated 14 concept validation centers and 15 pilot testing platforms. We hosted major events including the Greater Bay Area Science Forum, China University Scientific and Technological Achievement Fair, China Innovation and Entrepreneurship Fair, and Cross-Straits Fair for Economy and Trade. We implemented the “Millions of Talents Gather in Guangdong” initiative and continued to advance the “Guangzhou Talent Gathering” project. Pilot standards were approved for recognizing high-level foreign professionals in urgently needed fields. The number of academicians of the Chinese Academy of Sciences, the Chinese Academy of Engineering, and academies in developed countries working full time in Guangzhou increased to 87. Four teams and two individuals received the inaugural National Engineer Award.

(4) Strengthening Guangzhou’s role as the core engine of development in the Greater Bay Area. We remained committed to advancing reform and development through opening up, focused on supporting the effective implementation of the “One Core, Two Zones” strategic positioning, accelerated the development of an integrated Greater Bay Area market, and worked to build a new system for a higher-level open economy.

We accelerated the development of Nansha District.A series of major policies and regulations were rolled out, including reforms to relax market access while strengthening regulatory oversight, the “Nansha 30 Financial Measures”, and the Regulations of Nansha. We built a city-level full-space unmanned systems demonstration scenario and launched platforms such as the International Advanced Technology Application and Promotion Center (Greater Bay Area) and the Nansha Futures Industrial Park. The number of high-tech enterprises increased by 92% compared with 2020. We established 19 innovation and entrepreneurship bases for young people from Hong Kong and Macao and incubated 2,772 projects. The “Going Global” Comprehensive Service Center for Chinese Enterprises began substantive operations. Cross-border e-commerce imports and exports through the Nansha Comprehensive Bonded Zone ranked first nationwide among comprehensive bonded zones, and 181 innovative achievements from the pilot free trade zone were replicated and promoted across the country and throughout the province.

We deepened connectivity across the Greater Bay Area. We took the lead in improving the Pearl River Delta intercity transport network, accelerating the formation of a the “one-hour living circle” in the Greater Bay Area. We implemented three batches of measures for aligning rules and coordinating mechanisms with Hong Kong and Macao, and introduced facilitated recognition arrangements for professional qualifications in fields including justice, construction, planning, and nursing. We piloted reforms to enable freer cross-border movement of scientific research materials and established 18 Guangdong-Hong Kong-Macao joint laboratories, accounting for nearly 60% of the provincial total. We advanced the “Wule Plan” (“Five Enjoyables”), and the Hong Kong University of Science and Technology (Guangzhou) commenced enrollment. Four hospitals and seven elderly care institutions were included in Hong Kong’s Elderly Health Care Voucher Scheme and the Guangdong Residential Care Services Scheme. We set up a “One-stop Counter” for Guangdong-Macao social security services, and designated 26 hospitals under the “Hong Kong-Macao Medicine and Medical Device Access” program.

We continued to deepen the “Five-pronged High-quality Opening Up Promotion Package”. We vigorously fostered new business models such as cross-border e-commerce, bonded trade, and market procurement, and ensured high-quality services for the Canton Fair. We were approved to carry out a comprehensive pilot program for expanding opening-up in the service sector, with the cumulative number of newly established foreign-invested enterprises exceeding 30,000 and the number of Fortune Global 500 companies investing in Guangzhou rising to 368. More than 1,300 legal service institutions clustered in the Guangzhou Central Legal Services District. We ensured high-quality services for visits and events involving foreign heads of state, prime ministers, and former political leaders, and successfully hosted high-level conferences such as the Understanding China Conference (Guangzhou), the Imperial Springs International Forum, the Fortune Global 500 Summit, and the China Economic Forum. The number of foreign consulates in Guangzhou, international sister cities, and international sister ports increased to 70, 111, and 60, respectively.

(5) Deepening the implementation of the “High-quality Development Project for Guangdong Counties, Towns and Villages”. Adopting a holistic approach to overall planning, and focusing on urban–rural integration and coordinated regional development, we advanced the development of demonstration zones for integrated urban–rural development, benchmark zones for industry–city integration, and leading zones for revitalizing this historic city. The three-year targets for achieving initial results under the “High-quality Development Project for Guangdong Counties, Towns and Villages” were successfully met.

We built a modern infrastructure system. The Phase III expansion of Guangzhou Baiyun International Airport was completed and put into operation, marking the beginning of an era of “five runways and three terminals”. Phase IV of the Nansha Port Area and the expansion of grain and general cargo terminals were completed and commissioned. Major projects including the Guangzhou-Shanwei High-Speed Railway, Baiyun Railway Station, and Xintang Railway Station were completed and opened, with the operational mileage of high-speed rail increasing by 60% compared with 2020. Twelve new metro lines and line extensions were opened, bringing the total length of metro operations to 780 kilometers. A number of expressway projects and 50 urban road projects were completed and opened to traffic, with expressway mileage increasing by 18% compared with 2020. Guangzhou became a national logistics hub integrating “four functions”: air transport, port logistics, production services, and commercial services.

We fought a decisive campaign in urban renewal.We promoted the release of regulations on the renovation of urban villages, established the “headquarters + company” working mechanism, introduced a new model of “law-based expropriation and transfer of cleared land”, and introduced supporting measures such as housing voucher resettlement. Fifty-two projects became among the first nationwide to secure special loan support, and construction started smoothly in four key areas. Cumulative investment in urban renewal projects reached 750 billion yuan. We advanced 27 pilot projects for the renovation of industrial clusters in villages and towns and 20 old factory sites. We actively explored the “demolish-and-rebuild on the original site” model for dilapidated housing renovation, completed renovation of 734 old residential communities, added 1,289 community green and public spaces, and constructed220 kilometers of barrier-free access pathways. A total of 17,000 elevators were added to old residential buildings, benefiting more than 1.8 million residents.

We advanced comprehensive rural revitalization. We established a stable agricultural produce production and supply system, and Guangzhou ranked first among Pearl River Delta cities in annual assessments of farmland protection and food security responsibility. The number of newly added national-level modern agricultural industrial parks and leading agricultural enterprises ranked first in the province. Efforts were made to promote the development of high-quality development zone of Nankun Mountain and Luofu Mountain. A total of 570 model villages were cultivated, and 17 new rural demonstration corridors were developed. Newly built or upgraded rural roads totaled 464 kilometers. Reforms the “Three Types of Land” in rural areas (contracted land, homestead land, and collective commercial construction land) were deepened. We successfully completed pilot tasks on rural collective property rights system reform and standardized rural property rights transfer and trading, and achieved solid results in differentiated, territory-wide land consolidation. Guangzhou was approved for three national pilot programs on comprehensive rural reform, and two national rural revitalization demonstration counties and one national agricultural modernization demonstration zone were established. Innovative intra-city assistance mechanisms such as “one team supporting one town” were introduced. Solid progress was made in east-west cooperation and paired assistance with 34 counties (districts) in eight cities outside the province and 30 counties (districts) in four cities within the province. A total of 25.8 billion yuan in fiscal funds was invested, supporting the joint construction of 63 industrial parks, helping create employment for 815,000 people, and facilitating the sale of over 100 billion yuan worth of assisted products.

We enhanced fine-grained urban governance.We established the city health check mechanism and upgraded the “SuiZhiGuan” urban operation management hub. Guangzhou released the city information modeling platform and implemented the “community fine-stitching” initiative, comprehensively improving the quality of 150 old communities. Guangzhou was approved as a national pilot city for the protection and utilization of historic buildings, with key areas such as Xinhepu, Pantang Wuyue, Enning Road, Shamian, and Haizhu Square rejuvenated with renewed vitality. We maintained a high-pressure enforcement stance and addressed 140 million square meters of illegal construction.

(6) Continuously improving public well-being. We upheld the principle of prioritizing well-being and practicing prudent fiscal management to better serve the public, addressing people’s most pressing concerns. We made every effort to deliver both the major annual livelihood initiatives and targeted, community-level projects. Through these efforts, we made development more people-centered, the city more compassionate, and public well-being further improved.

We strengthened the foundations of basic public well-being. Guangzhou delivered over 2.4 million person-times of vocational skills training, topping the country in both the number of gold medals and total medals at the WorldSkills Competition. The city put in place a “15-minute employment service circle”, and zero-employment households were dynamically reduced to zero. In addition, Guangzhou established a four-tier service and support system for veterans. We advanced the reform of progressive delay retirement by phase, took the lead in piloting individual pension system, with over 5 million accounts opened. Medical insurance covered over 15.6 million residents, with the reimbursement ratio for outpatient services under employee medical insurance raised by up to 25 percentage points. The “Sui Sui Kang” supplementary health insurance program had provided cumulative compensation to 970,000 person-times, reducing individual medical burdens by 38%. “Town-to-Village Access” initiative under the urban and rural resident pension scheme achieved full coverage. Standards and coverage for urban and rural minimum subsistence allowances, basic pensions, unemployment insurance, and two disability subsidies have been improved. A total of 67 “Sui Jiu Yi- Mutual Aid Spaces” were established, while social work stations under the “Double Hundred Action” provide services to more than 3 million disadvantaged individuals annually. The “Charitable Medical Assistance” and “Caring Communities” programs were awarded the China Charity Award, with municipal and district-level charity federations raising 5.1 billion yuan in funds and supplies.

We promoted quality and balanced development of public services. Guangzhou was selected for three national demonstration programs, namely universal childcare services, public hospital reform and high-quality development, and the inheritance and innovative development of traditional Chinese medicine. The number of infant and toddler care slots increased to 120,000, 2.5 times the level in 2020, with public and inclusive kindergartens accounting for over 60% and 90% of total enrollment respectively. The city was recognized as one of the first national model cities for infant and toddler care services. A total of 460,000 and 36,000 new seats were added in public compulsory education and high school enrollment respectively, representing a respective 42% and 65% increase over the Thirteenth Five-Year Plan period. The achievement of the “Double Reduction” policy was consolidated. In addition, the city established Guangzhou Vocational and Technical University. We continued to reinforce healthcare capacity and quality. The Guangdong Traditional Chinese Medicine Hospital obtained the approval of constructing a National Medical Center. Major projects, including the Nansha Campus of the First Affiliated Hospital of Sun Yat-sen University, the Huadu Campus of Sun Yat-sen Memorial Hospital, and the Zengcheng Campus of the Municipal Women and Children’s Medical Center, were completed and put into operation. All 11 districts were equipped with Grade-A tertiary hospitals. A range of people-centered healthcare measures were rolled out, such as “one registration valid for three days”, “hospital-provided nursing care”, and “uninterrupted outpatient services”. A unified platform for mutual recognition of medical test and examination results achieved full provincial connectivity and cross-provincial recognition. The convenient home-based peritoneal dialysis service model has been extended to regions such as Fujian and Guizhou. The average life expectancy of Guangzhou residents has increased to 83.8 years. Elderly care services were strengthened, with nursing-care beds accounting for 93% of total capacity. Services in YiKang Centers and elderly canteens now offer city-wide coverage, and the “Guangzhou-style elderly care” model received State Council inspection incentives for two consecutive years. Around 50,000 units of public rental housing, 600,000 units (rooms) of government-subsidized rental housing, and 10,000 units of government-subsidized affordable housing were constructed.

We enhanced the city’s overall cultural strength.The Master Plan for the Protection of Guangzhou as a Historic and Cultural City was approved. Major heritage sites, including the Site of the Third National Congress of the CPC, the Peasant Movement Institute, and the former Huangpu Military Academy, were renovated and upgraded. Intangible cultural heritage clusters such as Yongqingfang and Shawan Ancient Town were developed and opened to the public. The Archaeological Site of the Nanyue Kingdom Palace and the Mausoleum of the Nanyue King were selected among China’s Top 100 Archaeological Discoveries of the Past Century. The Bai’e Tan Greater Bay Area Art Center, the Greater Bay Area Cultural and Sports Center, the new Guangzhou Cultural Center, and the Guangzhou Museum of Art were completed and put into operation. Three museums were designated as National First-Grade Museums, 14 cultural heritage sites were placed under provincial- or higher-level protection, and 10 cities joined the City Alliance for the Protection and Joint Application of Maritime Silk Road World Heritage. A total of 42 literary and artistic works, including the Awakening Lion, received national or international awards such as the Wenhua Award. Major sporting events, including the World Athletics Relays, were successfully hosted. The “one-pass access for culture, tourism, and sports” reform was implemented, and the “Group Pass” platform was extended to more than 1,860 venues across the province. Guangzhou was selected as a national pilot city for promoting sports consumption and the event economy. Guangzhou athletes maintained leading positions nationwide in major competitions such as the Olympic Games, Asian Games, and National Games. The city was once again honored as a National Civilized City.

We advanced the development of Green and Beautiful Guangzhou.A city-park integrated system centered on the South China National Botanical Garden took shape, while the Haizhu Wetland was included on the List of Wetlands of International Importance. Forest quality improvement and greening were carried out for 700,000 mu, and 1,035 kilometers of new blueways were constructed. Public buses, taxis, and ride-hailing vehicles were largely electrified, and “Guangzhou Blue” became the norm. All 147 formerly polluted and malodorous water bodies were fully remediated, and water quality at all 20 provincial and national monitoring sections met high standards. The city was recognized with two National Beautiful Rivers and Lakes and two National Happy Rivers and Lakes. Its sponge city demonstration program received the highest rating in the central government’s performance evaluation on two occasions. The comprehensive utilization rate of construction waste reached 95%, and the harmless treatment rate of household waste remained at 100%. Over 230 hectares of mangroves were restored, and the ecological restoration project at the Pearl River Delta estuary was selected for the United Nations Decade of Ocean Science for Sustainable Development. Guangzhou was included in the global Cities with Nature initiative and awarded the title of “Lighthouse City”, becoming one of the world’s first and the first in China to receive this distinction.

(7) Building a comprehensive security framework for development. We ensured high-quality development with high-level security, with a focus on the Peaceful Guangzhou Initiative, and advancing the modernization of the security governance system and governance capacity.

We stayed committed to safeguarding the health and lives of the people. Adhering to the principles of prioritizing people and life, the city relied on scientific guidance and public participation to respond efficiently to sudden outbreaks. A comprehensive epidemic prevention and control system, spanning both horizontal and vertical levels, was established. By implementing the “four early” measures and the “four centralized” approaches, medical teams were committed to treating patients and saving lives, while providing assistance to those in difficulty and bringing hope to communities. Guangzhou was among the first cities nationwide to implement a transition in epidemic control measures, managing over 200 outbreaks of various scales, contributing to the adjustment of national prevention strategies and advancing epidemic control into a new stage. The city established a four-tier public health system at the municipal, district, township, and village/community levels, so as to enhance its capacity to respond effectively to public health emergencies through technology enhancement and infrastructure and equipment maintenance.

We effectively prevented and mitigated major risks. We established the fourth phase of the municipal natural gas utilization project and a national drainage and flood emergency base. The Beijiang water diversion project was put into full operation, and the Niulu Reservoir project passed the phased acceptance tests. A total of 193 kilometers of underground utility corridors were completed, while 580 kilometers of gas pipelines and 518 kilometers of old drainage pipes were renovated. Additionally, over 40,000 self-built houses with safety hazards were rectified. We carried out a dedicated campaign to strengthen workplace safety and fire safety rectification, with no major accidents reported. The city was recognized as a National Food Safety Demonstration City.

We maintained overall social harmony and stability. We strengthened the sense of community for the Chinese nation, with two collectives and two individuals receiving the National Model for Ethnic Unity and Progress awards. The “Thoughtful Governance-Friendly Neighborhood” initiative, a Party-led grassroots governance model, helped resolve nearly 40,000 disputes at the community level. Guangzhou innovated social governance by putting forward the “Red Cotton Index” and established 30,000 smallest emergency response units. We supported newly employed groups through targeted micro-initiatives, benefiting more than 300,000 people. Acts of courage, such as Tang Weipeng, Hong Wenbo and others risking their lives to save others and a delivery rider rescuing a drowning boy, and everyday charitable efforts including community food stations and the “Meal No. 2” program—have highlighted the city’s warmth and social cohesion. We advanced regular crackdowns on gang-related crimes, with strict actions against gambling, prostitution, drug trafficking, and telecom fraud, leading to steady declines in criminal filings, while road traffic fatalities reduced by 27% compared with 2020. We secured the title of Model Cities in Promoting Mutual Support between the Military and the Government and between the Civilian Sectors and Military for ten consecutive years. Moreover, Guangzhou developed the “Smart Coastal Defense” system. The city was recognized as a National Drug Control Demonstration City and one of the first national demonstration cities for social security prevention and control system construction. For three consecutive years, Guangzhou ranked first in the province in the assessment of public security initiatives.

(8) Making new progress in government development. Upholding political development as the guiding principle, the city carried out Party history education, thematic studies on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, education on Party discipline, and education on the thorough implementation of the Eight-Point Decision on Improving Party and Government Conduct, striving to build a service-oriented government that meets the expectations of the people.

We deepened the construction of a law-based government. Guangzhou conscientiously accepted supervision by the People’s Congress and the CPPCC. The city submitted 58 draft regulations to the Standing Committee of the Municipal People’s Congress for review, filed 116 government normative documents for record, and formulated, amended, or repealed 52 government regulations. It also processed 3,219 motions from deputies to People’s Congress and 2,968 proposals from CPPCC members at various levels. The city implemented institutional reforms at the municipal and district levels, reformed the Guangzhou Arbitration Commission system and mechanisms, and compiled lists of duties for townships (subdistricts). It carried out the fifth national economic census with high quality. Mechanisms for government legal advisory work were improved, and standardized guidelines for building law-based townships (subdistricts) were strengthened. Guangzhou was designated a National Model City for the Construction of a Law-Based Government.

We deepened the development of an efficient government. We cooperated with the Central Inspection Group during its inspection of Guangzhou and earnestly implemented rectification measures based on inspection feedback. A digital government operations intelligence and analysis system was established, along with a digital support framework for economic governance. We deepened zero-based budgeting reform and improved the quality and efficiency of urban operations. We optimized and standardized the government service system by launching the “Sui@i Enterprise” service platform and integrating over 11,000 government service items into the “Sui Hao Ban” platform. The 12345 government service hotline center was awarded the national title of “Civil Servant Group Satisfactory to the People”. We continued efforts to curb formalism and reduce burdens at the grassroots level. The data collection system “Sui Biao Tong” was developed, and centralized management of government mobile applications was implemented, effectively addressing digital formalism.

We further developed a government of integrity. We continued to carry out a special initiative to promote major improvements in officials’ conduct and the business environment. By strengthening the application of oversight from discipline inspection, inspection tour, auditing, financial supervision, and statistical supervision, we carried out dedicated campaigns to address misconduct and corruption affecting people’s livelihoods, while preventing and addressing new forms of “vanity projects”. The city strictly adhered to the principle of prudent and disciplined public spending and promoted the integration and shared governance of government resources. We streamlined the quantity while improving the quality of festivals, forums, and exhibitions. As a result, the city topped the country in fiscal transparency for consecutive years.

We adopted a holistic approach, with departments at all levels working in close alignment, to advance progress at all fronts, including trade promotion, supply and marketing, confidentiality and information security, archives management, advisory and historical research services, local history compilation, Taiwan-related affairs, national defense mobilization, overseas Chinese affairs, arbitration, housing provident fund administration, the protection of women and children, popular science, the Red Cross, services for persons with disabilities, and the development of social organizations, achieving new and tangible progress.

Fellow Deputies,

The achievements of the 14th Five-Year Plan period were hard-won, and the experience gained has been profoundly valuable. From this, we have drawn several key insights: We must uphold political leadership, champion the “Two Establishments” and the “Two Upholds” principle and integrate the development of Guangzhou into the overall national and provincial strategies. Shouldering the missions and responsibilities of the new journey, we shall remain committed to pursuing a path of high-quality development that injects new vitality into a time-honored city. We will continue to advance along the direction charted by General Secretary Xi Jinping. Top priority must be given to the people. We must adopt a results-oriented approach centered on improving people’s well-being, and ensure that the city’s overarching development vision aligns with the everyday aspirations of its residents. Through sustained and collective efforts, we will continue to transform the people’s aspirations for a better life into tangible outcomes, further strengthening the synergy for co-construction, co-governance, and shared benefits. We must apply the new development philosophy on all fronts, highlight the priority of high-quality development and the strategic task of building new development paradigm, and overcome “anxiety for development speed” and “confusion for transition”. By anchoring development of the real economy and advancing industry and commerce in tandem, we shall promote economic growth that delivers both qualitative improvement and well-balanced quantitative expansion. Proactive government must be integrated with effective market, giving full play to the government’s enabling role. With the resolve to break new ground, cross boundaries, and tackle complex challenges, we shall enhance reform’s leading role, and capacity of project planning, resource integration, environmental competitiveness. We must strike a balance between development and security. By adopting a holistic approach to national security, we shall prevent and defuse risks and foster a positive interaction between high-quality development and high-level security in an effective manner, charting a new security framework to safeguard the new development paradigm.

We are pleased to see that, through sustained efforts, Guangzhou has accelerated substantial economic transformation, while further reinforcing the legacy of the “millennium-old commercial capital”. The city is thriving as a hub of scientific and technological innovation, and its strategic prominence has become increasingly evident, with steady progress toward common prosperity. These achievements are fundamentally attributable to General Secretary Xi Jinping steering and guiding the city. It is also inseparable from the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Under the strong leadership of the Provincial Party Committee and Government, the Municipal Party Committee, and with the support and oversight of the Municipal People’s Congress, the CPPCC Municipal Committee, and all sectors of society, we, together with all our citizens, have achieved these results through tireless effort and dedication. What has particularly moved and inspired us is that, at critical moments, both in the fight against the pandemic and in the process of hosting the National Games, the people of Guangzhou demonstrated a strong sense of ownership of their city. Our people embodied a civic character that is inclusive rather than exclusionary, broad-minded and generous, and projected a public image that is highly educated, civically minded, and well-organized. United in purpose and resolute in action, the people of Guangzhou showed an unshakable conviction to fight and to prevail. This collective spirit is the most compelling testament to Guangzhou’s dynamic and steady progress, and a valuable source of spiritual strength as we strive to secure new victories on the path toward modernization. On behalf of the Municipal People’s Government, I would like to express my sincere gratitude and highest respect to the people of Guangzhou for their dedicated work in all positions; to the deputies of the People’s Congress, members of the CPPCC, the democratic parties, the federation of industry and commerce, individuals without party affiliation, civil groups and all sectors of society for their steadfast support of government work; and to the central government units stationed in Guangzhou, as well as the officers and soldiers of the People’s Liberation Army and the Chinese People’s Armed Police Force, to compatriots in Hong Kong, Macao, and Taiwan, to overseas Chinese and international friends who have supported Guangzhou’s reform and development.

We are also keenly aware that Guangzhou’s economic and social development continues to face a range of difficulties and challenges. Problems of unbalanced and inadequate development remain prominent, and there is still a noticeable gap between development outcomes and the public’s lived experience. First, the transition and succession of growth drivers need to be accelerated. Transformation in some key industries and enterprises has not progressed quickly enough, and some market entities continue to face operational difficulties. Fostering new growth drivers and advancing the transformation of scientific and technological achievements remain long-term tasks requiring sustained and concerted efforts. The momentum of economic rebound is not yet consolidated. Second, reform measures require greater precision. There is a need for more targeted initiatives that achieve meaningful improvements to the business environment through focused actions, while institutional supply for new technologies, industries, business formats, and business models still falls short of development demands. Third, further efforts are needed to improve the refinement of urban governance and the level of intelligence in urban operations. Progress in urban village redevelopment projects following the traditional model still faces difficulties. Achievements in pollution prevention and control need to be consolidated, while persistent challenges such as traffic congestion and the regulation of electric bicycles remain unresolved. Workplace safety and disaster prevention and mitigation continue to pose serious challenges to the city. Fourth, public well-being calls for enhancement and stronger efficiency. Structural mismatches in employment need to be tackled. High-quality public service capacity in education and healthcare needs to be enhanced and extended to grassroots communities. At the same time, public concerns related to elderly care, childcare, and housing remain concentrated, and inclusive and foundational social security systems need to be improved. Fifth, greater efforts are needed to strengthen the cadre management. We shall carry on improving work style and cracking down on corruption with greater resolve. A small number of departments and their staff lack a strong sense of responsibility, and the quality of their services needs to be improved.. The feedback from last year’s Central Joint Inspection also clearly pointed out certain shortcomings and problems in our governance. We will tackle these deficiencies head-on and continue to address them in a targeted and sustained manner in our follow-up efforts.

II. Development Goals and Key Tasks for the 15th Five-Year Plan Period

In accordance with the Proposals of the CPC Guangzhou Municipal Committee for the 15th Five-Year Plan for National Economic and Social Development of Guangzhou, we have formulated the Outline of the 15th Five-Year Plan for National Economic and Social Development of Guangzhou (Draft) and hereby submit it for deliberation at this session.

The period of the 15th Five-Year Plan is a crucial phase for China to consolidate the foundation and exert comprehensive efforts toward the essential realization of socialist modernization. It also represents a decisive stage in Guangzhou’s modernization drive. We must gain a deep understanding of the scientific assessment of the development environment made by General Secretary Xi Jinping in coordinating domestic and international imperatives, keenly discern the dynamics and trends, as well as the risks and opportunities, further strengthen our strategic confidence, maintain our strategic resolve, and stay firmly committed to advancing high-quality development. We must also assimilate the strategic blueprint for advancing Chinese modernization outlined by the General Secretary in balancing the overall situation and specific domains. We must more consciously align Guangzhou’s development with the important missions and strategic orientations set by the General Secretary and the CPC Central Committee amid complex and profound global changes unseen in a century and economic and trade competitions, as well as the new round of global technological revolution and industrial transformation. We must focus on strengthening and refining the city’s core functions, boosting its ability to allocate high-end global production factors, and building Guangzhou into an international innovation hub for supply chains so as to better support and exemplify China’s extensive engagement in global economic governance. We must focus on revitalizing industries, uphold the balanced development of industry and commerce, and advance the growth of traditional, emerging, and future industries side by side, and facilitate mutual reinforcement of industries and technology to develop a key pillar for fostering new quality productive forces. We must strive to achieve a virtuous cycle between improving people’s well-being and driving economic development, further enhance people’s quality of life, unlock growth potential, accelerate our efforts in this critical juncture, deliver solid results, and strive to demonstrate our commitment to taking the lead, playing an exemplary role, and bearing major responsibilities as a pillar of growth.

The Outline (Draft) defines the economic and social development goals during the period of the 15th Five-Year Plan, outlines the vision for 2035, and sets forth the key tasks for the next five years. By 2030, significant progress will be made in building a modern people-centered city that is innovative, livable, beautiful, resilient, civilized, and smart. The city’s “6+4” identities and core functions will be further strengthened, with remarkable achievements in injecting new dynamism into the ancient city and achieving “new and distinctive progress in four key areas”. Its role as a pacesetter and locomotive for high-quality development will be fully demonstrated, with new advantages in infrastructure, industrial development, as well as science, education, and talent comprehensively elevated. The functions of Guangzhou as a leading national central city, an open core engine of the Greater Bay Area, and a high-capacity provincial capital will be continuously reinforced. Economic strength, scientific and technological capabilities, comprehensive urban competitiveness, and international influence will reach new heights, with per capita GDP reaching the level of moderately developed countries. Guangzhou will take the lead in essentially realizing socialist modernization.

In accordance with the guiding principles for economic and social development during the 15th Five-Year Plan period as established by the Municipal Party Committee, along with the development goals and major tasks proposed in the Outline (Draft), we must firmly shoulder our new mission and forge ahead to break new ground. We will strive to gain new advantages and achieve new breakthroughs in the following seven key areas:

First, we will gain new advantages and achieve new breakthroughs in building the “12218” Modern Industrial System. Adhering to the principle of prioritizing the industrial sector and establishing the manufacturing industry as the pillar, we will promote the integration of advanced manufacturing and modern services, as well as digital and green transformation. This will facilitate industrial metamorphosis, strengthen the foundation, and optimize the structure, thereby reinforcing Guangzhou’s role as a national hub for advanced manufacturing. Special emphasis will be placed on AI as a key transformative factor, core capacity-building in the marine industry, and core competitive strengths in biopharmaceuticals. We will fully support innovation, empower leading enterprises, expand application scenarios, take real-world demand as the main driver, improve systems, and optimize regulation. We will put in place a full-cycle “capital companionship” mechanism to effectively advance the optimization of the industrial ecosystem and promote industrial development in clusters and along entire chains. We will enhance the quality and capability of producer services, build a more dynamic international consumption center city, a more resilient international trade hub, and a more attractive global investment destination. Our goal is to create a modern service economy center with global influence and forge a more robust engine and growth pole for high-quality development.

Second, we will gain new advantages and achieve new breakthroughs in promoting high-level self-reliance and strength in science and technology. We will coordinate and advance the integrated development of education, technology, and talent, establish and refine a “3+3+N” Science and Technology Innovation Platform System, strengthen original innovation and breakthroughs in key core technologies, foster the efficient translation and application of scientific and technological achievements, and deepen the integration of scientific and technological innovation with industrial innovation. We aim to comprehensively improve the overall effectiveness of the regional innovation system and consolidate Guangzhou’s role as a key hub for the international science and technology innovation center.

Third, we will gain new advantages and achieve new breakthroughs in using the Greater Bay Area development to drive reform and opening-up. Focusing on jointly building a first-class bay area and a world-class city cluster that is vibrant and internationally competitive, we will better leverage Nansha’s strategic linchpin role to deepen comprehensive, world-looking cooperation between Guangdong, Hong Kong, and Macao with global perspective, enhance and upgrade the “top-priority project” of business environment reform, lead the market integration of the Greater Bay Area, accelerate the joint establishment of a comprehensive national science center, a high-level talent hub, and an international financial nexus, actively and steadily expand institutional opening-up, build a comprehensive gateway linking domestic and international dual circulations, and serve as a main force and locomotive in supporting the solid implementation of the “One Core, Two Zones” positioning.

Fourth, we will gain new advantages and achieve new breakthroughs in promoting the connotative development of the city. Adhering to integrated land-sea coordination and regional synergy, we will improve the old urban areas while driving development in new districts, solidifying and optimizing the “One Belt, One Axis, Three Cores, Four Poles” urban spatial layout. We will accelerate the construction of a modern city that highlights marine characteristics and a higher-capacity international integrated transportation hub. We will coordinate urban renewal, quality enhancement, and green and beautiful ecology initiatives. With meticulous craftsmanship, we will improve the efficiency of refined urban governance, build a globally competitive smart city, and create a model of a modern people-centered city.

Fifth, we will gain new advantages and achieve new breakthroughs in enhancing the city’s comprehensive cultural strength. We will vigorously promote and practice core socialist values, carry forward the red culture, and continue the red gene. We will deepen the development of Guangzhou as a nationally renowned historical and cultural city, preserve and promote cultural treasures such as Cantonese opera and Cantonese music, protect Cantonese as a living carrier of Guangfu culture, and strengthen Lingnan culture as an important bond that helps overseas Chinese around the world strengthen their sense of identity with Chinese culture. We will foster the coordinated growth of cultural programs and the cultural industry and accelerate the integrated development of culture, commerce, tourism, and sports. We will better leverage the city’s role as a gateway for international cultural exchanges, enhance the functions of Guangzhou as an international exchange center, create an urban exemplar of a modern socialist cultural powerhouse, and build an important window showcasing the modern civilization of the Chinese nation.

Sixth, we will gain new advantages and achieve new breakthroughs in advancing social and livelihood initiatives. We will intensify and accelerate the implementation of the “High-quality Development Project for Guangdong Counties, Towns and Villages”, steadily advance comprehensive rural revitalization, and promote coordinated development between urban and rural areas as well as across regions. We will work to enhance the quality and equalization of basic public services, boost urban and rural residents’ employment and income through multiple channels, enrich the multi-tiered social security system, deliver high-quality education that satisfies the people, and advance the Healthy Guangzhou initiative to high standards. We will promote high-quality population development in all respects, and build a society that is friendly to all age groups and a family-friendly city.

Seventh, we will gain new advantages and achieve new breakthroughs in building a new security architecture. We will fully implement the holistic approach to national security, uphold and develop the “Fengqiao Model” for the new era, improve the Party-building-led coordination mechanism for community-level governance, refine the social governance system based on collaboration, participation, and shared benefits, enhance the city’s intrinsic safety in all respects, create a benchmark for a modern rule-of-law city, and build a model city for a safer China.

The 15th Five-Year Plan is a declaration of our city’s continued striving. The blueprint for Guangzhou’s next five years has been drawn. We will move forward in step with the times and with the people, undertake our strategic missions, leverage our comparative strengths, strengthen our core functions, and resolutely complete the crucial stage of “building a new Guangzhou”.

III. Work Arrangements for 2026

This year marks the opening year of the 15th Five-Year Plan and must set the tone and momentum for the journey ahead. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the guiding principles of the 20th CPC National Congress and its subsequent plenary sessions, as well as those of the Central Economic Work Conference. We will thoroughly implement General Secretary Xi Jinping’s important speeches and instructions regarding Guangdong and Guangzhou, earnestly carry out the decisions of the Eighth Plenary Session of the 13th CPC Guangdong Provincial Committee and the Provincial Economic Work Conference, as well as those of the Eleventh Plenary Session of the 12th CPC Guangzhou Municipal Committee and the Municipal Economic Work Conference. We will implement the CPC Guangdong Provincial Committee’s “1310” specific deployment and the CPC Guangzhou Municipal Committee’s “1312” measures. We will fully and faithfully apply the new development philosophy, actively integrate into and serve the new development paradigm, and focus on promoting high-quality development. We will adhere to the general principle of pursuing progress while ensuring stability, better coordinate development and security, expand domestic demand, optimize supply, improve incremental growth while revitalizing existing resources, and develop new quality productive forces suited to local conditions. We will actively participate in building a unified national market, prevent and defuse risks in key areas, stabilize employment, enterprises, markets and expectations, promote effective improvement in quality and reasonable growth in quantity, and maintain social harmony and stability. We will accelerate the revitalization of the historic city, achieving “new and distinctive progress in four key areas”, and continue to serve as a leading engine of high-quality development to ensure a strong start to the 15th Five-Year Plan.

The main projected targets for economic and social development this year are as follows: GDP growth of around 5%, with efforts to achieve even better results in practice; value added of industrial enterprises above designated size, fixed-asset investment, total retail sales of consumer goods, and total imports and exports of goods each to grow by 5%; local general public budget revenue to increase by 2%; growth in urban and rural residents’ incomes to remain broadly in step with economic growth; consumer price inflation to be around 2%; over 260,000 new urban jobs to be created; and major ecological quality indicators to meet the targets assigned by the province.

We will focus on the following priorities:

(1) Fully tapping domestic and external demand to generate strong momentum for sustained economic recovery and growth. We will adhere to a domestic-demand-led strategy, promote positive interaction between consumption and investment, contribute to building a strong domestic market, and enhance Guangzhou’s capacity to support and lead the smooth functioning of the dual domestic and international circulation.

Deepen the development of Guangzhou as an international consumption center city. We will implement special initiatives to boost consumption, with optimized implementation of the “Two New Initiatives” program. We will enhance the “Eight New Scenic Spots for Consumption in Guangzhou” city brand and carry out national pilot programs on new consumption formats, models, and scenarios, as well as on fostering a more internationalized consumption environment. We will develop the launch economy, performance economy, event economy, and duty-free economy, and attract 300 high-profile flagship stores. We will strengthen service consumption and promote deeper integration of commerce, tourism, culture, sports and health industries. We will advance the “5+2+4” Internationally Renowned Business Districts and build Shamian Island into a high-quality dual hub for international consumption and cultural exchange. We will support the development of instant retail, social e-commerce, and livestreaming e-commerce, and implement targeted policies for platform enterprises. We will accelerate the transformation and upgrading of specialized wholesale markets and speed up the development of the Huadu International Fashion Smart Port.

Strengthen the guiding and driving role of effective investment. We will strengthen planning and reserves for key projects and ensure the provision of essential resource factors. We will implement initiatives to accelerate industrial investment, advance full-cycle management of the “five batches” of projects, and ensure that the 851 key municipal projects achieve annual investment exceeding 380 billion yuan. We will accelerate the construction of projects under the “Two Major Tasks”, striving to secure more ultra-long-term special treasury bonds, central budgetary investment, and local government special-purpose bonds. New types of policy-based financial instruments will be effectively utilized, and efforts will be made to support the application and launch of more REITs projects. We will further strengthen the “Invest in Guangzhou” brand and leverage 18 high-quality science and innovation space carriers to carry out targeted and well-planned investment promotion activities.

Stabilize the development of foreign trade and foreign investment. We will ensure strong support for the 70th anniversary of the China Import and Export Fair (Canton Fair) and expand its reach and influence. We will promote integrated development of trade and investment as well as domestic and foreign trade, build the city’s foreign trade brand, “Guangzhou Quality, Global Reach”, and expand intermediate goods trade. We will support the construction of global distribution and consolidation centers for high-end manufacturing and international bonded fuel bunkering centers, and strive to expand pilot programs for bonded maintenance and bonded remanufacturing. We will advance the digital transformation of processing trade enterprises, carry out special initiatives to facilitate cross-border trade, and support the expansion of automobile exports. We will accelerate the cultivation and growth of cross-border e-commerce, expand and upgrade market procurement trade exports, and enhance both scale and efficiency. We will deepen the comprehensive pilot program for expanding opening-up in the service sector, promote full-chain opening and full-scenario innovation in featured industries, and further develop trade in services, green trade, and digital trade. We will encourage innovative enterprises to introduce overseas strategic investors, support foreign-funded enterprises in Guangzhou in expanding profit reinvestment, and attract foreign-funded R&D centers and international headquarters to establish and grow in the city.

(2) Developing new quality productive forces tailored to local conditions and accelerating the building of the “12218” Modern Industrial System. We will pursue intelligent, green, and integrated development, implement a new round of high-quality development initiatives for key industrial chains, and accelerate the establishment of a modern industrial system with advanced manufacturing as its backbone.

Revitalize the momentum of traditional industries. We will accelerate the transformation and upgrading of distinctive and competitive industrial clusters, establish a tiered cultivation system for smart factories and green factories, build a number of industrial design centers and 5G-enabled factories, and foster model enterprises in green manufacturing. We will advance digital transformation for 400 small and medium-sized enterprises. Greater efforts will be made to nurture renowned enterprises and brands, and promote a number of consumer brands to be selected into national-level brand matrices.

Foster and strengthen emerging and future industries. We will continue to carry out special initiatives to increase investment and expand production, promoting the commencement of 100 projects each with an investment exceeding 100 million yuan. We will broaden application scenarios for intelligent connected vehicles, explore pilot operations of unmanned systems, accelerate integrated development of autonomous driving, and promote domestic production of key components. We will advance the development of Tianhe Aggregated Intelligence Industrial Park and Redtory Art & Design Factory Intelligent Space, and enrich the Haixinsha Omni-space Intelligent Experience Center. We will plan the construction of a new energy equipment industrial park and the Greater Bay Area “Green Energy Valley”, and advance pilot programs for bidirectional vehicle-to-grid charging and discharging under the national new energy vehicle and grid integration initiative. We will accelerate breakthroughs in biopharmaceutical innovation, support frontier research in brain–computer interfaces, cell therapy, and advanced imaging technologies, deepen the “1+N+X” Clinical Trial Research Consortium, and promote the development of specialized innovation parks such as nuclear medicine. We will build a low-altitude industry eco-city and a low-altitude equipment manufacturing park, advance the Greater Bay Area low-altitude comprehensive hub project, and promote the clustered development of the commercial aerospace industry. We will attract and cultivate key upstream materials projects, strengthen and expand green petrochemicals and new materials clusters, establish a number of municipal manufacturing innovation centers, and promote the construction of national-level pilot testing platforms for manufacturing. We will support capacity expansion and efficiency improvements for projects such as GAC Group’s self-developed batteries and Zensemi Phase I project, and accelerate major projects including TCL CSOT T8 and CanSemi Phase IV project. We will implement eight key actions for future industry development, establish a dynamic development system of “six core industries plus multiple potential tracks”, nurture 100 leading enterprises, form an embodied intelligent robotics innovation consortium, plan the construction of two future industry pilot zones, and create ten first-of-their-kind demonstration application scenarios.

Implement the “AI Plus” initiative. We will launch a special campaign to empower industries across the board with AI and establish a coordinated mechanism linking four types of vouchers—computing power vouchers, data vouchers, scenario vouchers, and model vouchers. We will build national pilot testing bases for AI applications in key sectors. Through the “Computing Power Scale Leap” initiative, we will optimize the layout of computing infrastructure and expand the computing resource pool. We will improve the intelligent computing service system and bring a number of intelligent computing center projects into operation. We will deepen authorized public data operations and accelerate the development of national-level trusted data spaces. Focusing on key areas, we will develop high-quality datasets and foster new business models such as “data processing with imported data for re-export”. We will plan the establishment of national data industry clusters in Tianhe and Huangpu, launch the “Guangzhou Intelligence” service platform, and build a comprehensive AI ecosystem platform encompassing empowerment centers, application scenarios, and high-value industrial parks. Legislation on AI development will be accelerated.

Accelerate the development of the marine economy. We will actively participate in the creation of national demonstration zones for marine economic development and strengthen key industries such as “ports, shipping, energy, pharmaceuticals, and tourism”. We will strive to facilitate the establishment of the domestic polar research base (Guangdong) and the Guangdong base of Laoshan Laboratory, and fully leverage national strategic scientific platforms such as the National Deep-Sea Technology Innovation Center. We will create national-level deep-sea super application scenarios, accelerate the development of deep-sea industries and engineering, build an international shipping service hub to a high standard, and promote the construction of marine characteristic industrial parks to cultivate internationally competitive modern marine industry clusters.

Enhance producer services. We will support incorporated financial institutions in becoming stronger and larger, strengthen financial investment promotion in futures, investment advisory, and special asset management, and support the Guangzhou Futures Exchange in enriching its product system and deepening cooperation with the Hong Kong Exchanges and Clearing. We will expand application scenarios for the digital RMB, improve mechanisms for cultivating enterprises for listing, and strengthen the functional coordination of logistics hubs such as Baiyun International Airport, Nansha Port Area, and Guangzhou International Port. We will support the establishment of national demonstration enterprises for service-oriented manufacturing and supply chain innovation. A branded exhibition framework featuring “one flagship exhibition per industry” will be developed, alongside efforts to attract and cultivate specialized exhibitions on new quality productive forces, such as “Digital Intelligence for the Future”. We will implement the doubling plan for the human resources service industry, and accelerate the technological and high-end development of producer services.

Optimize major platforms and carriers. We will expand and upgrade the Free Trade Zone, elevate Sino-Singapore Guangzhou Knowledge City into a government-level cooperation project, and secure approval for the construction of the Baiyun Airport International Business Cooperation Zone. We will strengthen the four national-level economic development zones, advance the upgrade of Panyu into a national economic development zone, and expand and upgrade Tianhe into a national high-tech zone. We will accelerate the development of the western high-quality development belt and enhance major platforms such as the AI and Digital Economy Pilot Zone, Guangzhou International Financial City, the Bai’etan Business District, and the Airport Economic Zone, while planning the development of a Southern Hub.

Industry determines a city’s scale and strength. Industrial modernization is a crucial and strategic task in Guangzhou’s modernization drive. We will pursue coordinated advancement of industry and commerce, promote digital-intelligent and green transformation, foster deeper integration of manufacturing and services, and use industrial progress to power the revitalization and rise of Guangzhou.

(3) Promoting integrated development of education, science and technology, and talent to better support high-level self-reliance and strength in science and technology. We will focus on comprehensively enhancing independent innovation capacity, smooth the virtuous cycle among education, technology, and talent, and promote the deep integration of technological and industrial innovation to better support the building of the Greater Bay Area as an international center for scientific and technological innovation.

Enhance the capacity of major innovation platforms. We will support Guangzhou Laboratory and the Greater Bay Area National Center of Technology Innovation in undertaking more national strategic tasks. We will advance the international Big Science project π-HuB (Proteomic Navigator of the Human Body) and accelerate the construction of major scientific facilities such as the cold-seep ecosystem research facility and the human cell lineage mega-facility. We will promote the development of the National Center of Technology Innovation for Display, as well as the national industrial innovation centers of advanced polymer materials and nano-manufacturing. We will speed up the construction of the Pazhou Demonstration Zone for Artificial Intelligence Large Model Application. We will strive to secure more major national and provincial science and technology projects and industrialization programs, and continue improving the laboratory system in Guangzhou.

Build a highland for the transformation of scientific and technological achievements. We will refine the “3371” technology transfer and commercialization system, and establish, to high standards, the Guangzhou Branch of the National Technology Transfer and Commercialization Center for Universities (Greater Bay Area), while assembling a high-level team of technology managers. We will pilot the establishment of a positive list of exemplary cases for the transformation of service-related scientific achievements and a negative list of due-diligence exemption matters, and plan the construction of an integrated education–science–talent development pilot zone around the Wushan area. We will advance reforms in technology transformation through the “subsidy-to-equity investment” approach and introduce special support policies for technology insurance. We will implement a doubling plan for leading technology enterprises and strengthen intellectual property protection in emerging fields.

Build a high-level hub for talent aggregation. We will formulate and implement the Guangzhou action plan under the “Millions of Talents Gather in Guangdong” initiative, improve the policy framework for strengthening the city through talent, deepen the “Guangzhou Talent Gathering” program, and advance pilot reforms to improve comprehensive service guarantees for foreign talent. We will implement talent development programs for key industries and optimize mechanisms for high-level professionals to serve as industrial professors and advisors. Universities will be supported in strengthening foundational, emerging, and interdisciplinary disciplines, advancing “New Engineering Education” programs, and promoting university–enterprise collaboration to cultivate urgently needed talent. We will advance the development of “Yangcheng Skills Stations” and improve career development pathways linking highly skilled workers and professional technical personnel. We will make solid preparations for participation in the 48th WorldSkills Competition and the 2026 World Vocational College Skills Competition. We will improve the comprehensive talent service system and build a one-stop talent service platform.

(4) Deepening reforms in key areas to strengthen the momentum and vitality of high-quality development. We will focus on reducing institutional transaction costs and raising the level of institutional openness, fully stimulate the vitality of all types of market entities, and better serve and integrate into the development of the unified national market.

Create a world-class business environment. We will make full and effective use of existing support policies, comprehensively benchmark against and replicate advanced policies adopted elsewhere, and introduce a number of pioneering reforms and leading opening-up measures. We will advance comprehensive pilot reforms for market-oriented allocation of production factors, enhance the operational efficiency of industrial bureaus and dedicated industry task forces, and strengthen innovation policy support for key industries. We will reinforce the service functions of the Greater Bay Area International Restructuring Center, improve mechanisms for credit information aggregation and restoration as well as credit-based incentives and penalties, and continuously enhance the effectiveness of the “Xinyidai” (Credit Easy Loan) service. We will promote win-win development among platform enterprises, businesses operating on platforms, and workers. We will carry out the “visiting ten thousand enterprises to solve problems” initiative, implement the “no disturbance without cause” negative list management approach, comprehensively address excessive internal competition in key sectors, and advance pilot programs for innovative protection of trade secrets.

Promote the growth and strengthening of the private economy. We will intensify efforts to cultivate leading enterprises along industrial chains, single-product manufacturing champions, and “little giant” enterprises. We will improve the “direct access for market entities” service platform, actively listen to the needs of small and micro enterprises and sole proprietors, promptly help resolve their difficulties, and strengthen support for the transformation of sole proprietorships into enterprises. We will further implement the “Enterprise Empowerment and Win–Win Initiative” and guide financial institutions to provide full life-cycle financial services. We will solidly advance efforts to prevent and resolve arrears owed to SMEs.

Make state-owned capital and state-owned enterprises stronger, better, and larger. We will accelerate the optimization of the layout and structural adjustment of the state-owned economy, implement strategic restructuring and specialized integration, and support enterprises in increasing mergers and acquisitions in strategic emerging industries. We will encourage technologically advanced and highly competitive enterprises to pursue public listings. We will improve performance evaluation mechanisms aligned with innovation incentives, advance pilot reforms granting rights over service-related scientific and technological achievements, and promote the establishment of R&D reserve funds by key enterprises, striving for an 8 percent increase in R&D investment. We will deepen tiered and classified reforms, fully implement tenure-based and contractual management, strengthen penetrating supervision, and enhance the effectiveness of state-owned asset oversight.

Revitalize underutilized existing resources and assets. We will promote models such as “authorized development and entrusted operation”, deepen the market-oriented operation of public venues and parks, and establish a Long-Term “seven batches” Working Mechanism to transform existing assets into new drivers of development. We will explore shared property management and logistics services in centralized government office areas.

The warmth of the business environment determines the height of industrial development. We will continue to improve the industry-focused business environment, using targeted, incremental reforms to drive broader transformation, so that enterprises of all sizes—from large corporations to small and micro businesses—can each find their proper place and fully leverage their strengths, enabling mutual empowerment and shared progress between the city and its enterprises.

(5) Strengthening coordination and deepening cooperation to enhance the core engine function of regional development. Anchored in the new positioning of “One Core, Two Zones”, we will lead the Guangdong–Hong Kong–Macao Greater Bay Area to achieve more breakthrough progress and landmark results, and work together to build a world-class bay area and a globally competitive city cluster.

Build Nansha into a major strategic platform. We will promote the issuance of the Overall Development Plan for Nansha and prepare a second batch of pilot measures to further relax market access. We will explore closer and more innovative cooperation models with Hong Kong and accelerate the development of the Guangdong–Hong Kong Cooperation Zone. We will advance the construction of the Nansha Science City International Innovation and Entrepreneurship Community and the Chinese Academy of Sciences Guangzhou Mingzhu Science Park, fostering the clustered development of strategic emerging and future industries. We will consolidate and strengthen the comprehensive service base supporting Chinese enterprises in “going global”, promote high-quality development of the port-adjacent economy, vigorously develop publicly offered fund advisory services, and accelerate preparations for establishing a Greater Bay Area International Commercial Bank. We will deepen the development of the Nansha Pilot Zone for Agricultural Opening-Up and Cooperation, and strengthen exchanges, mutual learning, and coordinated progress with platforms such as Hengqin, Qianhai, and Hetao.

Deepen and expand cooperation among Guangzhou, Hong Kong, and Macao. We will strengthen coordination with Hong Kong’s Northern Metropolis and make good use of platforms such as the China–Portuguese-Speaking Countries Economic and Trade Expo. We will build a Guangzhou–Hong Kong equine industry cooperation zone and successfully host horse racing events. We will develop the Innovation Zone around the Hong Kong University of Science and Technology (Guangzhou) to high standards and promote joint establishment of manufacturing innovation centers. We will accelerate the development of a high-quality, livable, business-friendly, and tourism-friendly life circle in Panyu. We will support the expansion and enhancement of policies such as “Hong Kong-Macao Medicine and Medical Device Access”, “Elderly Health Care Voucher Scheme”, “Greater Bay Area Standards”, and “Greater Bay Area Certification”, and facilitate cross-border mobility, residence, and professional practice for talent. We will promote the implementation of policies such as yacht free travel within the Greater Bay Area.

Lead regional integrated development. We will advance the construction of projects such as the Nanzhu (Zhongshan) intercity railway, the Guangzhou-Foshan West Ring intercity railway, and expressways linking Qingyuan Qingxin to Guangzhou Huadu. We will deepen the “dual-city linkage” between Guangzhou and Shenzhen, accelerate the development of the Guangzhou metropolitan area, and promote comprehensive integration between Guangzhou and Foshan, fostering cluster-based development in adjacent areas. We will jointly advance national industrial clusters in intelligent equipment, ultra-high-definition video and smart home appliances, and intelligent connected new energy vehicles. We will also accelerate high-quality integration between Guangzhou and Qingyuan, build a model zone for shared prosperity, and explore integrated development between northern Guangzhou and southern Qingyuan, while continuing to strengthen cooperation with other neighboring cities.

Enhance two-way opening-up and cooperation. We will actively integrate into major national regional development strategies, deepen cooperation with the Beijing–Tianjin–Hebei region, the Yangtze River Delta, the Yangtze River Economic Belt, and strengthen coordinated development with the Hainan Free Trade Port. We will enhance Guangzhou’s role as an international exchange center city, ensure strong service and logistical support for APEC meetings, and strive to host more major diplomatic and international events. We will actively participate in high-quality Belt and Road cooperation, innovate the “Hundred Cities+” working mechanism, strengthen brands such as the Guangzhou Award, the Alliance of Guangzhou International Sister-City Universities, and the Sister-City Vocational Education Alliance, and organize initiatives such as “Global Youth Explore Guangzhou”. We will effectively utilize major international conference platforms, deepen exchanges and cooperation with foreign consulates, international institutions and organizations based in Guangzhou, and promote the development of an internationalized urban district network.

Openness and cooperation have been key to Guangzhou’s success and will remain the driving force for its future development. Together with all of you, we will view one another’s development as shared opportunities, deepen and solidify cooperation, and unleash the collective strength of the Greater Bay Area, city clusters, and metropolitan areas—so that their combined momentum propels dynamic growth and flourishing vitality in all directions.

(6) Advancing all-round rural revitalization and setting benchmarks for urban-rural integrated and coordinated development. We will coordinate new-type urbanization with comprehensive rural revitalization, deepen the implementation of the “High-quality Development Project for Guangdong Counties, Towns and Villages”, consolidate and expand achievements in poverty alleviation, and promote shared prosperity between urban and rural areas.

Further advance coordinated development by strengthening districts, energizing towns, and empowering villages. We will fully implement the Master Plan for the High-Quality Development Demonstration Zone of Counties, Towns, and Villages around the Nankun Mountain-Luofu Mountain area, develop contiguous key zones such as the international hot spring eco-valley and Zengcheng’s Paitan-Gaotan area, and vigorously grow the forest hot spring and wellness industry. Two provincial-level industrial parks will be advanced through standardized development. We will strengthen town-level economies and develop the first group of modern model towns. A fourth batch of 287 model villages will be cultivated, with intensified efforts to create national model counties for rural revitalization and demonstration zones for agricultural modernization. We will pilot the revitalization and utilization of idle rural housing, deepen intra-city assistance and collaboration, and continue efforts to strengthen villages through stationed teams in the “Eight Northern Mountainous Towns”, fully leveraging the roles of enterprises, universities, trade unions, youth and women’s organizations, and other stakeholders.

Promote agriculture, benefit farmers, and raise rural living standards. We will implement yield improvement actions for grain and oil crops, accelerate the development of the Guangdong-Hong Kong Macao Greater Bay Area Agricultural Produce Trading Center, and deepen the revitalization initiative for Guangzhou’s seed industry. We will expand application scenarios for “low-altitude +” and “AI +” smart agriculture. We will strengthen the “Sui Agricultural Premium Products” brand, foster special rural industries, and strengthen six major industrial clusters, such as flowers and lychees. Leveraging platforms such as the Skills College under the “High-quality Development Project for Guangdong Counties, Towns and Villages”, we will vigorously cultivate practical talents for rural areas. We will steadily advance pilots for extending land contracts for another 30 years after expiration and deepen comprehensive land consolidation. We will strengthen mechanisms linking farmers with enterprises and steadily develop new-type rural collective economies.

Strengthen external assistance and collaboration. We will implement special initiatives to boost consumption and employment and promote integrated development of agriculture, culture, and tourism through collaborative assistance, supporting the development of key projects in places such as Qiannan Prefecture in Guizhou, Shufu County in Xinjiang, and Bomi County in Tibet. We will promote the joint development of industrial parks with Longyan, Qiqihar, and Wushan, and establish a “Guangzhou Fair +” coordination mechanism to facilitate market access for products from assisted regions and partner cities into the Greater Bay Area. We will optimize mechanisms for industrial transfer cooperation, strengthen the Guangzhou-Meizhou and Guangzhou-Zhanjiang industrial parks and the Guangzhou-Qingyuan Economic Cooperation Zone, and support the development of 30 county-level featured industrial parks. We will advance follow-up construction of the “Guangzhou Town” assistance project in Meizhou, and explore cooperation models such as enclave economies and two-way empowerment.

(7) Pursuing connotative development and building a modern people-centered city. We will firmly embrace the concept of a people-centered city, coordinate efforts to advance high-quality urban renewal, high-standard operations, and high-efficiency governance, and accelerate the transformation of development models for megacities.

Advance the implementation of the territorial spatial master plan. We will coordinate the integrated planning of population, infrastructure, public services, and major industries. We will build a dynamic innovation axis, work to bring the eastern hub within the scope of key provincial support, and accelerate the development of the Shiziyang Growth Pole. We will systematically strengthen linkages between Knowledge City and surrounding areas, and enhance the radiating capacity of peripheral new towns. We will advance the integrated development, node enhancement, and landscape upgrading of both banks of the Pearl River. We will gather resources within the “Golden Inner Bay” and optimize cross-bay corridors. We will orderly redevelop inefficient industrial and commercial land in contiguous areas and prioritize space for advanced manufacturing and technological innovation.

Systematically optimize the infrastructure framework. We will advance peak-hour capacity expansion and improve traffic rights allocation following the commissioning of Baiyun International Airport’s T3 terminal and fifth runway, and foster the growth of airport-oriented industrial clusters. Major projects such as the Nansha Port international general-purpose terminal, Phase V of Nansha Port, and the 200,000-ton-class navigation channel will be accelerated to enhance modern port and shipping services. Efforts will be made to secure approval for the fourth phase of the urban rail transit development plan, while advancing the construction of ongoing projects including four national railway lines, seven intercity railways, and eight metro lines, and promoting the planning and construction of the Guangzhou–Qingyuan–Yongzhou high-speed railway, with the goal of opening sections such as the Xinguangzhou-Baiyun Intercity Railway (Xintang-Zhuliao Section) and the western section of Metro Line 13 Phase II. We will speed up the development of eleven expressway projects, including the Shiziyang Channel and the expansion of the Airport Expressway, as well as urban road projects such as the Huizhan West Road river-crossing tunnel, and strive to commence construction on projects including the Shawan Waterway Super Bridge on the Huangpu–Nansha East Expressway.

Advance urban renewal with high quality. We will advance legislation related to urban renewal and formulate a dedicated implementation plan. We will optimize the “One Village, Two Infrastructures, Three Renovations, Four Good Standards, and Five Innovations” framework, and concentrate efforts on tackling four key priority areas for the redevelopment of urban villages, 52 special-loan projects, and 109 legacy-model projects, striving to ensure that resettlement housing projects commence construction wherever conditions permit. We will coordinate the upgrading of traditional urban infrastructure with the development of new-type urban infrastructure, improve the city information model (CIM) platform, and enhance intelligent management of building administration. We will promote 17 first-batch pilot projects for dilapidated housing renewal, 100 newly launched renovation projects for aging residential communities, and 30 pilot micro-renovation projects for old industrial parks. We will carry out pilots for the development of “good houses, good neighborhoods, good communities, and good urban districts”, and advance the construction of nine future communities (complete communities) included in the provincial pilot program. We will actively pursue innovation and breakthroughs in areas such as property management, the administration of self-built houses, whole life-cycle housing safety management, intelligent construction, and new models for real estate development. We will continue efforts in separating rainwater and sewage systems and addressing urban waterlogging hotspots. We will effectively guide social capital to participate in urban renewal.

Enhance urban operations and governance capacity. We will apply large-scale AI models and big data to strengthen the decision-support capabilities of the “Sui Zhi Guan” smart governance platform. We will promote the development of Guangzhou’s unified spatiotemporal data foundation based on real-scene 3D mapping. We will take a coordinated approach to advancing smart urban management systems at both municipal and district levels, improving the command, coordination, and dispatch capacity of the “one-network governance” platform. Law enforcement will be strengthened in areas including illegal construction, urban appearance and environmental order, construction waste, and household waste management. We will carry out comprehensive measures to improve road traffic order, focusing on “People, Vehicles, Roads, Laws, Technology, and Credit”.

(8) Advancing carbon reduction, pollution reduction, greening, and growth in synergy to build a beautiful Guangzhou in harmony with nature. We will uphold the “dual carbon” goals, accelerate socioeconomic growth and comprehensive green transformation, strengthen ecological security, and enhance green development momentum.

Consolidate and expand the gains in ecological and environmental governance. We will implement actions to sustain improvements in air quality, advance reductions in nitrogen oxides and volatile organic compounds, and refine measures such as dust pollution control through more precise management, ensuring that PM2.5 concentrations meet provincial targets. Efforts will be made to consolidate and improve outcomes of eliminating urban black-odorous water bodies and ensuring that water quality at national and provincial monitoring sections remains consistently compliant. We will implement integrated solid waste management initiatives and make thorough, high-standard preparations for the upcoming round of central ecological and environmental protection inspections.

Deepen green and beautiful Guangzhou initiatives. We will advance the development of facilities such as ex situ conservation demonstration zones, specialized plant display gardens, and ecological science popularization and education sites, and continue to improve the integrated city–park development system with the South China National Botanical Garden at its core. We will formulate plans for the “Beautiful Landscapes” programme and actively explore investment and financing models for building a Beautiful City. We will implement an action plan to strengthen the protection and enhancement of ancient and notable trees. We will improve forest quality, advance new afforestation, construct 192 km of forest trails, and add 35 km of greenways.

Promote a green transition in the development model. We will improve the monitoring and management platform for carbon peaking and carbon neutrality, and establish carbon-emissions assessment and carbon-budget management systems. We will advance dual controls on both the total volume and intensity of carbon emissions, deepen the carbon-incentive mechanism, and develop a number of zero-carbon industrial parks and factories. We will strengthen the development of the carbon emissions trading market. Efforts will be intensified to promote the circular economy and accelerate green and low-carbon transformation in key sectors, including energy, industry, transportation, and urban–rural development. We will further deepen the climate investment and financing pilot in Nansha and advance pilot programs for realizing the value of ecological products at the provincial level.

(9) Strengthening the city’s cultural soft power and better meeting the people’s growing expectations for a richer spiritual and cultural life. Focusing on enhancing the city’s overall cultural strength and distinctive appeal, we will continue to stimulate cultural innovation and creativity, and take cultural development to a new level.

Foster a positive and uplifting social ethos. We will advance the development of demonstration zones for the preservation and promotion of red culture and the Lingnan Culture Central Area, and organize a series of activities during Red Culture Promotion Month. We will further enhance the “Heroes in Bloom, Heroic City” cultural brand and create a collection of high-quality literary and artistic works with distinctive Lingnan characteristics. Cultural venues will be operated to a high standard, with mass cultural programs including?the “Shuxiang Yangcheng” citywide reading program, “Summer in Yangcheng” and “Toward Beauty”, and the flourishing of “Internet Plus New Popular Literature and Art”. We will advance the development of a civilized online environment, deepen the implementation of the rural civility enhancement initiative, and carry out ten key actions covering urban-rural integration and digital communication empowerment. We will expand the Sui Charity Partners network, support financial institutions in innovating public-interest financial products and services, promote the quality upgrading and expansion in coverage of charitable spaces such as community food stations, and further strengthen Guangzhou’s reputation as a “City of Charity”.

Revitalize and protect the city’s historical and cultural heritage. We will advance the national pilot programs for the protection and utilization of historic buildings, breathing new life into heritage sites such as Lanpu Garden and the Xinzao Granary, while encouraging broader social participation in the conservation, adaptive use, and living heritage transmission of history and culture in areas including Shamian and Julong Bay. We will complete the Fourth National Census of Cultural Relics to a high standard, advance legislation on the preservation of early-morning tea culture, and organize events such as Cultural and Natural Heritage Day and youth lion dance competitions, alongside strengthened training for intangible cultural heritage practitioners. Continued efforts will be made to advance the Maritime Silk Road World Heritage nomination and the nomination of Guangzhou’s traditional central axis.

Promote the integrated development of culture, tourism, and sports. Construction will be advanced on projects such as Phase III of Chimelong, Grandview Maofeng Bay, and the Urban Surfing Complex, with a view to creating world-class waterfront sightseeing and tourism destinations. We will promote the development of the “Healthy China” Changling Pilot Zone. We will accelerate pilot projects to upgrade consumer facilities and experiential offerings at the Nansha International Cruise Home Port, and promote the commissioning and operation of the Adora Huacheng cruise ship. High-quality cultural and tourism events will be organized, including the Spring Festival Flower Fair, the New Year Concert and the Fireworks Gala, alongside the Cantonese (Guangfu) Temple Fair and the Greater Bay Area Lantern Festival, to further strengthen cultural and tourism brands such as “Celebrate the Chinese New Year in Guangzhou, Enjoy the Blossoms in the Flower City”. We will promote the development of the “Smart Audiovisual” Cloud Industrial Park, enhance the influence of platforms such as the Guangzhou Cultural Industry Fair, the Film Expo and the China International Comics Festival. Major sporting events—including the Guangzhou Marathon, the International Dragon Boat Invitational, and the International Women’s Tennis Open—will be successfully hosted. We will continue making solid progress in building Guangzhou into a national key city for football development, rebuild the youth football training system, and expedite the completion and operation of the municipal youth football training base. The functions of the “Qunti Tong” public fitness platform will be optimized to promote greater openness and utilization of competition venues and sports parks. Outstanding creative concepts, visual symbols, and musical works from the National Games will be integrated into urban public spaces and cultural landscape design, and a cultural, sporting-events and performing-arts demonstration zone will be developed at the Guangdong Olympic Sports Center, creating more distinctive scenarios that combine culture, tourism, and sports. Cultural and heritage institutions will be supported in developing cultural and creative products, further enhancing the “Guangzhou Gifts” brand.

Fellow Deputies,

Culture is the soul of a city. Guangzhou has borne its name for 1,800 years, and it is culture that has kept this city ever fresh and vibrant despite the passage of millennia. We will use culture to nurture people, benefit livelihoods, enrich the city, and energize industries, so that this millennia-old commercial capital can once again display the flourishing grandeur captured in the line “so majestic are its vital energies”.

(10) Making solid efforts to address the urgent difficulties and pressing concerns of the people, and promoting more substantive progress toward common prosperity. We will stay committed to closely integrating investment in physical assets with investment in people, promote higher-quality and more equitable access to basic public services, and ensure that the fruits of modernization are shared more widely and fairly by all residents of the city.

Strengthen employment stabilization and promote entrepreneurship. We will implement initiatives to stabilize jobs while expanding capacity and improving quality, and securing employment for key groups such as college graduates, migrant workers, and demobilized service members. We will organize?“Ten Cities, One Hundred Universities, One Thousand Enterprises”?and similar recruitment events. We will carry out SOE-led employment initiatives and support industries with strong employment absorption capacity in stabilizing and expanding their workforce. The?“Yangcheng Craftsman”?training program will be advanced, a pool of leading high-skilled professionals will be established, and vocational skills training will be provided to more than 100,000 people. We will continue to promote entrepreneurship as a driver of employment by organizing competitions such as?“Winning in Guangzhou”?and improving the quality and effectiveness of entrepreneurship guidance, training, incubation, and financing services. We will implement the plan to increase urban and rural residents’ incomes. We will also support the acceptance and evaluation of the national demonstration program for enhancing public employment service capacity.

Improve a fair and high-quality education system. With moral education as the fundamental task, we will deepen integrated ideological and political education across primary, secondary, and higher education and advance the “Greater Ideological and Political Education” initiative. We will promote balanced development across moral, intellectual, physical, aesthetic, and labor education, establish a municipal mental health development center for primary and middle school students, and build a collaborative education framework linking families, schools, and communities. We will further advance the “Double Zones” initiative and implement the “Peak-Crossing and Quality Enhancement” plan, adding 50,000 public school seats for compulsory education, among which 15,000 seats are for general senior high schools. The “One-Code Access” system will be fully rolled out, and regulation of off-campus education and training will be strengthened. We will optimize the structure and spatial layout of vocational schools, deepen the development of industry–education–evaluation skills ecosystems, standardize the development of city-level industry–education consortia, and build a high-quality teaching workforce. The proportion of “dual-qualified” teachers in secondary vocational schools will be increased to 80 percent. We will further improve the safeguarding and support mechanisms for special education.

Advance the Healthy Guangzhou initiative. We will support the Guangzhou Women and Children’s Medical Center in building a National Children’s Medical Center, promote innovation in international medical services, and accelerate the development of 50 major and complex (including rare disease) diagnosis and treatment centers. The healthcare capacity-building initiative will be implemented, citywide digital and intelligent health services will be advanced, and coordinated guarantee for essential medicines at the primary level will be deepened. We will strengthen the clinical rollout and application of innovative drugs and medical devices, promote the R&D and translation of renowned Lingnan traditional Chinese medicine practitioners’ prescriptions and signature formulas, support “drug repurposing”, and strengthen the inheritance, innovation, and development of traditional Chinese medicine. We will expand the adoption of contactless payment for medical services. We will further strengthen provincial-level regional public health centers, implement capacity-building programs for grassroots disease control institutions, and improve infectious disease early warning, monitoring, and emergency response systems, as well as long-term joint prevention and control mechanisms for mosquito-borne diseases. We will strengthen mental health and psychiatric services.

Expand inclusive services for seniors and children. We will improve the urban–rural elderly care service network, strengthen care systems for seniors with disabilities and cognitive impairments, innovate elderly meal assistance models, and develop mutual-support elderly care services in rural areas. The rehabilitation and nursing capacity expansion initiative will be implemented, and the long-term care insurance system will be promoted. We will carry out the “Silver Age Action”, develop the silver economy, host the International Elderly Care and Health Industry Expo, and promote the scaled, branded, and chain-based development of home- and community-based elderly care services. We will strengthen the elderly care service workforce and organize relevant professional skills competitions. We will advance national pilot reforms for the high-quality development of child welfare institutions, improve dynamic monitoring and assistance mechanisms for migrant, left-behind, and disadvantaged children, and carry out initiatives such as “Warm-Hearted Care for Children.” Policies for medical expense coverage related to childbirth will be optimized, childcare and preschool education subsidies will be implemented, and the “1+11+N” integrated childcare service network will be improved. Eligible kindergartens, public institutions, and enterprises will be encouraged to provide childcare services.

Deliver people-centered initiatives to a high standard. Adhering to the principle of doing our utmost within our means, we will adopt a mechanism whereby the public submits needs, deputies define priorities, the government undertakes implementation, and people’s congresses conduct oversight. Broad input will be solicited from the public, deputies to people’s congresses, and members of political consultative bodies to form a list of 15 candidates for 10 municipal livelihood initiatives. Following the vote at this session, we will organize full implementation of the approved initiatives, while continuing to roll out a series of small yet impactful livelihood projects to ensure that practical matters are delivered effectively and with real results.

Fellow Deputies,

The everyday essentials—rice, flour, cooking oil, and salt as well as the three meals a day through all four seasons—reflect the true quality of a city’s development and carry the people’s sense of wellbeing. We will, as always, treat the people’s “small matters” as the city’s major priorities, devote our efforts to improving living standards, and ensure the warmth of the city reaches every household.

(11) Building a safe, reliable, and resilient city to promote high-quality development and high-level security in a virtuous cycle. We will comprehensively implement the holistic national security concept, strengthen security capacity in key areas, and resolutely safeguard the bottom line of urban safety and stability.

Effectively prevent and defuse various risks. We will advance Phase I of the Municipal Grain, Edible Oil, and Food Industrial Park, as well as projects such as the Longdong Granary in Tianhe District, to enhance the intensification, scale, and modernization of grain storage. Efforts will be stepped up to develop a new-type energy system, to advance the pilot programme to enhance capacity for building a national new-type power system, and to coordinate the construction of the Xizang-Guangdong DC Transmission Project. We will strengthen local government debt management. Risks facing small and medium-sized financial institutions will be steadily resolved, real estate enterprises will be urged to fulfill their primary responsibilities, and market risks will be cleared in an orderly manner.

Continuously strengthen the public safety shield. We will advance the development of an integrated urban safety risk monitoring and early-warning system, deepen the practical application of the “minimum emergency fire-rescue response circle”, and construct 1000 joint emergency and fire-service duty centers. We will ensure the successful completion of the three-year action plan on workplace safety, deepen targeted rectification in key industries and sectors, promote deeper integration between emergency management and fire services, and drive a sustained decline in both the number of production safety and fire incidents and related fatalities. Legislation on natural disaster prevention and mitigation will be advanced, and mechanisms for efficient coordination in response to extreme weather events, as well as joint drainage and flood control, will be improved. Management of gas facilities will be strengthened, with 50 kilometers of gas pipelines upgraded and replaced. Supervision of food safety, drug safety, and special equipment safety will be rigorously enforced. We will also advance the development of low-altitude policing capabilities.

Comprehensively enhance the effectiveness of social governance. We will foster an integrated social structure and community environment and improve services that support interethnic integration. We will advance the rule-of-law-based governance of religious affairs. The development of the “Two Platforms and Three Centers” will be advanced, the “Good Neighbor Co-Governance” community partner initiative will be continuously developed, and grassroots governance capacity will be further enhanced. We will uphold and develop the “Fengqiao Experience” for the new era, strengthen the functions of comprehensive social governance centers at the municipal, district, and township (subdistrict) levels, and improve diversified mechanisms for the prevention, mediation, and resolution of social conflicts and disputes. We will explore a “trust-based mediation” mechanism for handling public complaints and petitions, fostering a “community of trust” in this regard. Reform and development of industry associations and chambers of commerce will be promoted. Social work services for key sectors and groups will be optimized, and volunteer teams such as “Yangcheng Vanguard” and civilization practice teams will be strengthened. We will further improve the public legal service system and implement initiatives to enhance citizens’ legal literacy. Solid progress will be made in the creation of a new National Model City for Mutual Support between the Military and Civilian Sectors, while accelerating the development of national defense mobilization capacity and strengthening services and guarantee for veterans. We will improve mechanisms for the regularized fight against organized crime, reinforce the comprehensive public security prevention and control system, and improve integrated governance mechanisms to prevent and address juvenile delinquency. Efforts will be made to deepen integrated governance of cyberspace security.

(12) Continuously enhancing government governance effectiveness and accelerating the development of a service-oriented government that satisfies the needs of the people. We will remain committed to delivering results for the people through solid, practical work, and advance full and rigorous Party self-discipline on a sustained basis. We will continue to modernize the government governance system and capacity, and steadily improve governance effectiveness.

Strengthen political leadership. We will unwaveringly place political development at the forefront, deepen our study and application of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and continuously enhance political judgment, political understanding, and political execution. Party leadership will be embedded throughout all aspects and processes of government work, with closed-loop mechanisms in place for handling politically significant matters. We will remain fully aligned with the Central Committee of the CPC with Comrade Xi Jinping at its core in political stance, thinking, and action. We will firmly shoulder political responsibility for rectification and make every effort to ensure that rectification measures for issues identified in the Central Government’s joint inspection are fully implemented and deliver tangible results.

Advance the rule of law in government. We will proactively accept statutory supervision by people’s congresses, democratic supervision by political consultative bodies, and oversight by society and public opinion, while strengthening auditing, statistical, and financial supervision. We will ensure high-quality handling of motions and proposals submitted by deputies to people’s congresses and members of political consultative bodies, and extensively solicit input from democratic parties, federations of industry and commerce, non-affiliated representatives, and people’s organizations. We will coordinate efforts to formulate the special-sector plans for the 15th Five-Year Plan. We will further advance the development of national model law-based governments and pilot initiatives for foreign-related rule of law. Legislation will be strengthened in areas such as modern urban development, the cultivation of new quality productive forces, and public well-being. The “code-based enterprise inspection” system will be implemented citywide to standardize administrative inspections involving enterprises, enforcement at the township (subdistrict) levels will be further regulated, and the Guangzhou administrative reconsideration and mediation brand will be strengthened.

Improve the quality and efficiency of public services and administration. We will continue to expand the scope of the “Sui Hao Ban” government services platform and upgrade the “One-Stop Government Services” system, enabling more high-frequency matters to be handled through a single online portal. Government service agencies will be guided to shift from resolving individual matters to addressing entire categories of issues. We will carry out the “receive-and-handle-immediately” reform, and actively promote a new model of megacity governance driven by citizens’ service requests. We will accelerate cross-departmental sharing of government public facilities and equipment, and the integration of government information systems. We will further implement the capacity-building program for modern governance among officials, providing targeted training in cutting-edge technologies and key areas of the modern industrial system to enhance capabilities in problem analysis, project planning, resource integration, and social mobilization.

Uphold integrity and clean governance as always. We will consolidate and build on the outcomes of initiatives to thoroughly implement the spirit of the CPC Central Committee’s Eight-Point Decision, and remain resolute in addressing formalism, bureaucratism, hedonism, and extravagance. We will improve long-term mechanisms to reduce burdens at the primary level, enabling these cadres to devote more energy to promoting development and serving the people. Financial and budgetary discipline will be strictly enforced, with tighter controls on administrative expenditures. Guidelines governing interactions between government and business will be fully implemented to ensure appropriate, transparent, and principled engagement. We will maintain a firm stance against corruption, focusing on areas where power, capital, and resources are highly concentrated, and adopt zero tolerance toward misconduct and corruption that harm the interests of the public. By combining strict oversight with due encouragement and support, and by applying the principle of “three distinctions”, we will stand behind those are dedicated to their work and support those who pursue innovation.

2026 marks a new departure on our journey. Let us unite more closely around the CPC Central Committee with Comrade Xi Jinping at its core, and under the strong leadership of the Provincial Party Committee, the Provincial Government, and the Municipal Party Committee, stay firmly focused on the goal of taking the lead in basically realizing socialist modernization in Guangzhou by 2030. 3. GaWC Ranking: The Globalization and World Cities Research Network (GaWC) has published global city rankings since 2000. 9. Guangdong Residential Care Services Scheme: A social welfare initiative launched in Hong Kong. Under the scheme, the Social Welfare Department of Hong Kong provides subsidies to eligible elderly Hong Kong residents covering accommodation, care services, and basic medical expenses at elderly care institutions on the Chinese mainland.

10. “One-stop Counter” for Guangdong-Macao Social Security Services: A cross-border social security service jointly launched by the social security authorities of Guangdong, Macao, and Hengqin. By integrating offline dedicated service counters and online platforms, it enables one-stop processing of Guangdong and Macao social security services.

11. “Hong Kong-Macao Medicine and Medical Device Access”: Designated medical institutions in the nine cities, namely Guangzhou, Shenzhen, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen, and Zhaoqing, may, with provincial approval, use clinically urgent pharmaceuticals already marketed in Hong Kong and Macao, as well as clinically urgent medical devices that are procured and used in public hospitals in Hong Kong and Macao and represent advanced clinical practice.

12. “Five-pronged High-quality Opening Up Promotion Package”: Foreign trade, foreign investment, foreign outsourcing, foreign economic cooperation, and overseas talent attraction.

18. “3+3+N” Science and Technology Innovation Platform System: The first “3” denotes three landmark innovation platforms as strategic pillars: Guangzhou Laboratory, South China National Botanical Garden, and the international Big Science project π-HuB (Proteomic Navigator of the Human Body). The second “3” represents three major sci-tech infrastructure facilities as core underpinnings: the Cold Seep Ecosystem Research Facility, the Human Cell Lineage Atlas Facility, and the “Dream” ocean drilling vessel. The “N” stands for a basic network of N integrated science-industry innovation platforms, anchored by two hubs: Guangdong-Hong Kong-Macao Greater Bay Area National Center of Technology Innovation and Guangzhou Branch of the National Technology Transfer and Commercialization Center for Universities (Greater Bay Area). Together, they form an interconnected, collaborative, and open innovation ecosystem.

19. “One Belt, One Axis, Three Cores, Four Poles”: “One Belt” refers to the Pearl River High-Quality Development Belt, to be developed into a first-class waterfront zone and an important link showcasing the new dynamism of this ancient city and connecting the east and west banks of the Pearl River Estuary. “One Axis” stands for the vibrant innovation axis, designed to become a hub for sci-tech innovation and a key pillar of new quality productive forces, serving as a core platform for building the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center. “Three Cores” represent the city’s three core areas: the central urban area, the eastern center, and the Nansha New Area, delivering global city functions and embodying the vitality and unique charm of an international metropolis in the modern era. “Four Poles” are four integrated new cities on the periphery: the National Knowledge Center City, the Northern Growth Pole, the Shiziyang Growth Pole, and the Conghua Green Development Demonstration Zone. These serve as key growth engines driving the development of surrounding regions.

20. “Two New Initiatives, Two Major Tasks”: The “Two New Initiatives” is a new round of large-scale equipment upgrades and consumer goods trade-in programs. The “Two Major Tasks” represent efforts to implement major national strategies and enhance security capacity in key areas.

21. “Eight New Scenic Spots for Consumption in Guangzhou”: Eight classic consumption scenarios: Flower Street ? Blossom Guangzhou, Pet Paradise ? Fun in Guangzhou, Canton Fair ? Shopping in Guangzhou, River Ferry ? Cantonese Rhyme in Guangzhou, Anime Hub ? Cyber Guangzhou, Food Paradise ? Lively Guangzhou, Sports Arena ? Vibrant Guangzhou, and Fashion Circle ? Premieres in Guangzhou.

22. “5+2+4” Internationally Renowned Business Districts: Guangzhou will develop five world-class landmark business districts, including Tianhe Road-Zhujiang New Town, Chimelong-Wanbo, Financial City-Huangpu Bay, Bai’etan, and Guangzhou Tower-Pazhou; two Lingnan-characteristic business districts, including Beijing Road-Haizhu Square and Shangxiajiu-Yongqingfang; and four hub-type internationally renowned business districts, including Guangzhou North Railway Station-Baiyun Airport, Guangzhou South Railway Station, Nansha Bay, and Guangzhou Eastern Transportation Hub.

23. “1+N+X”Clinical Trial Research Consortium: This model is led by one Grade-A tertiary hospital as the lead clinical trial coordinator, supported by N medical institutions as participating partners, and supplemented by X primary healthcare facilities as frontline patient recruitment sites. Supported by the public health information platform and piloted by single diseases, it will gradually build a preparatory cohort for clinical trials and form a comprehensive clinical trial collaboration network, covering project acceptance, fast-track patient recruitment, joint research, and research outcome translation in Guangzhou.

Long-Term “Seven Batches” Working Mechanism: This mechanism focuses on releasing and transferring a batch of high-quality land plots, renovating and upgrading a batch of industrial development platforms, optimizing and integrating a batch of land and property assets, conducting capital operations on a batch of asset securitization products, disposing of and phasing out a batch of low-efficiency, underperforming assets, improving efficiency for a batch of existing assets, and undertaking and operating a batch of administrative and institutional assets through market-oriented methods.

26.Ongoing Construction of Four National Railway Lines, Seven Intercity Railways, and Eight Metro Lines: The “Four National Railway Lines” are the Guangzhou East to Xintang Fifth and Sixth Lines, the Shenzhen-Jiangmen Railway, the Guangzhou South Link, and the Guangzhou-Heyuan High-Speed Railway Link from Baiyun Airport T3 to Jiangcun West. The “Seven Intercity Railways” are the Guangzhou-Huadu Intercity Railway, Fangcun-Baiyun Intercity Railway, Nansha-Zhuhai (Zhongshan) Intercity Railway, Guangzhou-Foshan West Ring, Xintang-Baiyun Airport-Guangzhou North Railway Station Intercity Railway (Zhuliao-Xintang Section), Foshan-Guangzhou-Dongguan Intercity Railway, and Guangzhou-Qingyuan Intercity Railway Southern Extension. The “Eight Metro Lines” are Line 10 (Yangjigong East-Tianhe Road Section), the middle section of Line 12 (Ershadao-Guangzhou Gymnasium), Line 13 Phase II (Tianhe Park-Chaoyang), Line 14 Phase II (Lejia Road-Guangzhou Railway Station), the latter section of Line 18, the northern extension of Line 8, the branch line of the northern extension of Line 8, and the eastern extension of Line 8.

27. “One Village, Two Infrastructures, Three Renovations, Four Good Standards, and Five Innovations”: “One Village” refers to the redevelopment of urban villages. “Two Infrastructures” refers to the renewal of traditional urban infrastructure and the construction of new urban infrastructure. “Three Renovations” refers to the renovation of dilapidated houses, old residential neighborhoods, and old factory areas. “Four Good Standards” refers to the construction of good homes, good neighborhoods, good communities, and good urban districts. “Five Innovations” refer to breakthroughs in five areas: property management, self-built house management, full-lifecycle safety management of buildings, intelligent construction, and new models of real estate development.

28. “People, Vehicles, Roads, Laws, Technology, and Credit”: “People” are the participating entities, including drivers, pedestrians, and passengers; “vehicles” are the transportation carriers, including all vehicles traveling on roads; “roads” are the infrastructure, including public roads and their ancillary facilities; “laws” refer to road traffic management laws, regulations, and law enforcement norms; “technology” refers to technology-enabled means; and “credit” refers to credit management and social co-governance mechanisms.

29. “Double Zones”: National High-Quality and Balanced Development of Compulsory Education Zone and National Universal and Inclusive Preschool Education Zone.

30. “One-Code Access”: In August 2025, Guangzhou pioneered the nationwide implementation of the “One-Code Access” system for off-campus training. Linked to the national comprehensive off-campus training supervision and service platform, it enables full-process coverage of course selection, payment, contract signing, and refunds through code scanning.

31. “Drug Repurposing”: The practice of identifying new indications or therapeutic applications for already marketed drugs through scientific research and clinical trials.

Integrated Social Structure and Community Environment: Fully considering the realities of different ethnic groups and regions, Guangzhou will refine policy measures and foster an enabling environment by coordinating urban-rural development layout and planning, as well as the allocation of public service resources. The aim is to gradually achieve all-round integration of all ethnic groups in spatial, cultural, economic, social, and psychological dimensions.

33. “Two Platforms and Three Centers”: Neighborhoods will be developed into service centers, neighborhood centers, and activity centers, embodying the neighborhood’s vibe and quality.
