To ensure the smooth operation of the 15th National Games and the 12th National Games for Persons with Disabilities & the 9th National Special Olympic Games (hereinafter referred to as the “15th National Games” and the “National Para Games & Special Olympics” respectively), and to maintain safe and orderly road traffic during the event period, the Guangzhou Municipal People’s Government has decided to implement temporary traffic management measures for motor vehicles in accordance with the Road Traffic Safety Law of the People’s Republic of China, the Guangdong Provincial Regulations on Road Traffic Safety, and other applicable laws and regulations. The details are hereby announced as follows:
I. Temporary traffic management measures for small passenger vehicles during the 15th National Games.
(I) From November 6 to November 20, 2025, between 7:30 a.m. and 7:30 p.m. daily (with hours extended to 12:00 a.m. midnight on November 9 for the opening ceremony of the 15th National Games), temporary traffic management measures for small passenger vehicles will be implemented within the following enclosed area:
All roads within the area bounded by: Daguan Road (from Guangshan Road to Hejing Road, exclusive), the Guangzhou branch of the Shenyang-Haikou Expressway (from Huangcun Interchange to Huocun Interchange, exclusive), the G1508 Guangzhou Ring Expressway (from Huocun Interchange to Huangpu Bridge, exclusive), the Pearl River Waterway (from Huangpu Bridge to Dongpu Bridge, to Xinhua Expressway, to Luntou Tunnel, to Nansha Port Expressway, to Panyu Bridge, to Xinguang Bridge, to Luoxi Bridge, to Yajisha Bridge, to Hedong Bridge, to Zhoutouzui Tunnel, to Pearl River Tunnel, to Pearl River Bridge, to Jinshazhou Bridge, to Guanghe Bridge; along the northern shores of Changzhou Island and Bio-Island, the northern boundary of Panyu District, the western boundaries of Haizhu and Baiyun Districts, and the eastern boundaries of Datansha and Jinshazhou), Yagang Avenue (exclusive), the Guangzhou-Foshan-Zhaoqing Expressway (from Chaoyang Interchange to Pingsha Interchange, exclusive), the Guangzhou-Foshan-Zhaoqing Expressway (from Pingsha Interchange to Chungang Interchange), the South China Expressway (from Longdong Station to Chungang Interchange), and Guangshan Road (from the Longdong Station of the South China Expressway to Daguan Road). The aforementioned restricted area includes the following sections within its boundaries: the North Ring section of the Shenyang-Haikou Expressway’s Guangzhou branch (from Guangqing Interchange to Huangcun Interchange), the South China Expressway (from Chungang Interchange to Tuhua Interchange), the Guangzhou-Foshan-Zhaoqing Expressway (from Pingsha Interchange to Chungang Interchange), and the Airport Expressway (south of Pingsha Interchange). The area excludes all other expressways and the East, South and West sections of S81 Guangzhou Ring Road.
(II) Within the restricted area and during the specified times, Guangzhou-registered small passenger vehicles (including those with temporary plates) shall be subject to an “odd-even” license plate restriction based on the last digit of the plate number. Vehicles with plates ending in an odd number (1, 3, 5, 7, 9) may operate on odd-numbered dates, and plates ending in an even number (2, 4, 6, 8, 0) may operate on even-numbered dates.
(III) Within the restricted area and during the specified times, non-Guangzhou-registered small passenger vehicles are prohibited from entering.
II. Temporary traffic management measures for small passenger vehicles during the National Para Games & Special Olympics.
(I) From December 5 to December 14, 2025, between 7:30 a.m. and 7:30 p.m. daily (with hours extended to 12:00 a.m. midnight on December 8 for the opening ceremony of the National Para Games & Special Olympics), temporary traffic management measures for small passenger vehicles will be implemented within the following enclosed area:
All roads within the area bounded by: Daguan Road (from Guangshan Road to Hejing Road, exclusive), the Guangzhou branch of the Shenyang-Haikou Expressway (from Huangcun Interchange to Huocun Interchange, exclusive), the Guangzhou Ring Expressway (from Huocun Interchange to Huangpu Bridge, exclusive), the Pearl River Waterway (from Huangpu Bridge to Dongpu Bridge, to Pazhou Bridge, to South China Bridge, to Liede Bridge, to Guangzhou Bridge, to Haiyin Bridge, to Jiangwan Bridge, to Haizhu Bridge, to Jiefang Bridge, to Renmin Bridge, to Pearl River Tunnel, to Pearl River Bridge, to Jinshazhou Bridge, to Guanghe Bridge; along the northern shores of Changzhou Island and Beidisha Island, the northern boundary of Haizhu District, and the eastern boundaries of Datansha and Jinshazhou), Yagang Avenue (exclusive), the Guangzhou-Foshan-Zhaoqing Expressway (from Chaoyang Interchange to Pingsha Interchange, exclusive), the Guangzhou-Foshan-Zhaoqing Expressway (from Pingsha Interchange to Chungang Interchange), the South China Expressway (from Longdong Station to Chungang Interchange), and Guangshan Road (from the Longdong Station of the South China Expressway to Daguan Road). The aforementioned restricted area includes the North Ring section of the Shenyang-Haikou Expressway’s Guangzhou branch (from Guangqing Interchange to Huangcun Interchange), the South China Expressway (from Chungang Interchange to Tuhua Interchange), the Guangzhou-Foshan-Zhaoqing Expressway (from Pingsha Interchange to Chungang Interchange), and the Airport Expressway (south of Pingsha Interchange). The area excludes all other expressways and the East, South and West sections of S81 Guangzhou Ring Road within its boundaries.
(II) Within the restricted area and during the specified times, Guangzhou-registered small passenger vehicles (including those with temporary plates) shall be subject to an “odd-even” license plate restriction based on the last digit of the plate number. Vehicles with plates ending in an odd number (1, 3, 5, 7, 9) may operate on odd-numbered dates, and plates ending in an even number (2, 4, 6, 8, 0) may operate on even-numbered dates.
(III) Within the restricted area and during the specified times, non-Guangzhou-registered small passenger vehicles are prohibited from entering.
III. Temporary traffic management measures for trucks.
On November 9, 2025, the day of the 15th National Games opening ceremony, from 7:00 a.m. to 12:00 a.m. midnight, medium-duty and heavy-duty trucks are prohibited from using the following road sections: the Guangzhou-Foshan-Zhaoqing Expressway (from Chaoyang Interchange to Chungang Interchange), the South China Expressway (from Chungang Interchange to Tuhua Interchange), the North Ring section of the Shenyang-Haikou Expressway’s Guangzhou branch (from Guangqing Interchange to Huangcun Interchange), Daguan Road (from Aoti Road to Huaguan Road), the Guangzhou-Shenzhen section of the Shenyang-Haikou Expressway’s Guangzhou branch (from Huangcun Interchange to Huocun Interchange), and the East, South and West sections of S81 Guangzhou Ring Road (from Huangcun Interchange to Luntou Interchange).
IV. The provisions of Articles I, II, and III of this Notice shall not apply to the following vehicles:
(I) Military vehicles, police cars, fire engines, ambulances, and emergency engineering rescue vehicles on official duty; intelligent connected vehicles conducting demonstration activities on designated routes; and passenger transport vehicles (excluding rental small passenger vehicles) holding valid road transport permits.
(II) Vehicles holding valid special permits for the 15th National Games and the National Para Games & Special Olympics.
(III) Vehicles bearing unified official livery, including weather monitoring vehicles, postal service vehicles, specialized rescue and towing vehicles, armored cash-in-transit vehicles, administrative law enforcement vehicles on official duty, and school buses displaying official school bus signs.
(IV) Vehicles with diplomatic or consular license plates, temporary entry plates, or Hong Kong/Macao cross-border plates.
(V) Funeral vehicles from funeral homes.
V. In addition to complying with this Notice, motor vehicles operating within the administrative area of Guangzhou must also adhere to all other municipal traffic restrictions.
VI. Violations of this Notice will be handled by the public security traffic management authorities in accordance with the law.
VII. In cases of emergency or special circumstances leading to a violation of this Notice, individuals may submit a statement or defense to the Guangzhou Municipal Public Security Traffic Management Department.
VIII. Unless otherwise specified, all road segments mentioned in this Notice are inclusive of the named roads themselves.
IX. For the purposes of this Notice, “small passenger vehicles” refer to small and micro passenger cars. “Trucks” refer to freight vehicles and special-purpose vehicles. The classifications of small, micro, medium, and heavy are based on the Vehicle Specification Classification Table in the standard Road Traffic Management - Motor Vehicle Types (GA 802-2019).
X. This Notice shall take effect on November 6, 2025, and remain valid until December 14, 2025.
