Guangzhou to set up South China's first national HR service park

Guangzhou will be the first in South China to establish a national-level human resource service industrial park and will take the opportunity to create a talent highland for the Guangdong-Hong Kong-Macao Greater Bay Area. 

The human resource service park will build a business circle of human resources services around the two sides of the Pearl River, with Tianhe Talent Base and Pazhou Internet innovation Zone as the dual core.

It will strive to build the Guangzhou Human Resource Service Industry Park into a human resources service and allocation center in South China and Southeast Asia, a human resources service hub for the Belt and Road countries, an international talent highland and human capital gathering place for the Guangdong-Hong Kong-Macao Greater Bay Area. 

Guangzhou has taken many actions to develop the human resource industry in recent years. By the end of 2017, there were 1,026 human resource service organizations in the city, with more than 20,000 employees, achieving an annual output value of 61.7 billion yuan ($8.89 billion). It has enjoyed an average annualized growth of 27 percent since 2014. The industrial scale ranks first in the province and the third in the country. 

Tianhe Talent Base has also played an important role in promoting the human resource industry. It has brought in more than 100 innovative and entrepreneurial leaders, 50 key enterprises, 35 service institutions, 10 venture capital institutions, 10 incubators, eight industrial alliances and six colleges and universities. A total of 500 featured events have attracted more than 1,000 enterprises and mass entrepreneurship and innovation teams.

Guangzhou also was the first to put forward the Human Resource Service Business Circle Plan in China and is currently attracting 266 human resource service organizations, with annual output value of 24.7 billion yuan and market share of more than 70 percent.
