Guangzhou launches policies to promote entrepreneurship

Guangzhou, Guangdong province provides subsidies for startup projects and employment to some university graduates and people who start up a business, making entrepreneurship a stronger driving force for employment.

1. Entrepreneurship training subsidies

(1) Who can apply for entrepreneurship training subsidies?

Urban and rural workers in Guangzhou who intend to start up a business and have related training and are capable of doing so to some extent, including students from Hong Kong, Macao, and Taiwan and excluding those who have not graduated from colleges, universities, vocational schools and technical schools.

(2) How much are the subsidies?

Subsidies of 1,000 yuan ($151) will be granted to each person who attends Start and Improve Your Business (SIYB) training launched by institutions designated by the city's human resources and social security administration and get the certificate of qualification, and 800 yuan each to those who join the entrepreneurship practice training.

2. One-time entrepreneurship fund

(1) Who can apply for the one-time entrepreneurship fund?

a. Students who haven't graduated yet from colleges, universities, vocational schools, and technical schools in Guangzhou, and those who graduated within five years;

b. Returned overseas Chinese students who graduated within five years;

c. Veterans who are transferred to civilian work;

d. Registered laid-off workers;

e. People with difficulties in finding jobs.

(2) How much is the one-time entrepreneurship fund?

A one-time fund of 5,000 yuan will be given to people mentioned above who have succeeded in starting up a business, which means the person has to be the legal representative or main leader of the business, and running the business for over half a year. It is also required to get the industrial and commercial business license or complete other statutory registration procedures in the city.

3. Rent subsidies

(1) Who can apply for the rent subsidy?

a. Students who haven't graduated yet from colleges, universities, vocational schools, and technical schools in Guangzhou, and those who graduated within five years;

b. Returned overseas Chinese students who graduated within five years;

c. Veterans who are transferred to civilian work;

d. Registered laid-off workers;

e. People with difficulties in finding jobs.

(2) How much is the rent subsidy?

Legal representatives or main leaders of startup firms who rent office space for their businesses in the city are eligible. The subsidy will be directly given to startup firms, 4,000 yuan to each firm every year with no more than three years in total.

4. Subsidies for startups driving employment

(1) Who can apply for the subsidies?

a. Startup firms that pay social insurance for their employees for three months and longer;

b. Startup firms that sign one-year or longer labor contracts with their employees.

(2) How much are the subsidies?

Subsidies will be granted to startup firms according to the number of employees they hire. A subsidy of 2,000 yuan per capital will be given to those that hire a maximum of three employees. An extra 3,000 yuan will be given to the company for hiring one more each time. The total amount for each company will not exceed 30,000 yuan.

5. Social insurance subsidies for startup firms

(1) Who can apply for the subsidies?

a. Laid-off workers with household registration in Guangzhou;

b. Rural workers with household registration in Guangzhou;

c. Veterans transferred to civilian work in Guangzhou.

(2) How much are the subsidies?

Startup firms that are founded by people mentioned above, get business licenses, run normally, and pay social insurance by rule are eligible. Subsidies will be given for a maximum of three years based on the lower limit and proportion the company pays for endowment, unemployment, accident, medical, and maternity insurance.

6. Startup incubation subsidy

(1) Who can apply for the subsidy?

Incubation bases that provide startups with one-year or longer Incubation services, excluding rental deduction, and that are identified by the city's human resources and social security administration.

(2) How much is the subsidy?

The total subsidies an incubation base receives are based on the number of firms it incubates successfully. For each firm that gets an industrial and commercial business license or completes other legal registration procedures in the city, 3,000 yuan will be provided to the incubation base.

7. Subsidies for demonstrative startup incubation base

(1) Who can apply for the subsidies?

a. Newly-identified startup incubation bases that meet the standards of provincial-level bases;

b. Qualified provincial-level startup incubation bases.

(2) How much are the subsidies?

Subsidies of 100,000 yuan will be granted to newly-identified startup incubation bases that meet the standards of provincial-level bases. And 200,000 yuan will be given to provincial-level startup incubation bases evaluated as qualified.

8. Outstanding startup project fund

(1) Who can apply for the fund?

Startup projects that got top three prizes or winning prizes at the "Winning in Guangzhou" entrepreneurship competition, and obtained industrial and commercial business licenses or completed other legal registration procedures within two years since winning the prizes.

(2) How much is the fund?

One-time fund will be given to startup projects as follows:

(1) First prize: 200,000 yuan;

(2) Second prize: 150,000 yuan

(3) Third prize: 100,000 yuan

(4) Runner-up prize: 50,000 yuan

9. Subsidies for soliciting startup projects

(1) Who can apply for the subsidies?

Organizations and individuals that finish soliciting startup projects

(2) How much are the subsidies?

A subsidy of 2,000 yuan per project will be given to organizations and individuals that solicit startup projects nationwide and the projects have to be the ones that are included into the Guangzhou startup project database after the evaluation of a panel of experts.

10. Subsidies for startup projects match-making and follow-up service

(1) Who can apply for the subsidies?

Public employment and entrepreneurship service agencies at different levels.

(2) How much are the subsidies?

A subsidy of 1,000 yuan per startup firm will be given to public employment and entrepreneurship service agencies at different levels that introduce the Guangzhou startup project database to startups, give them one-stop instruction services concerning entrepreneurship training, subsidy application, and business license, and help them start operation successfully.
