4 Guangzhou districts step up Covid controls

Liwan, Yuexiu, Huangpu and Huadu Districts in Guangzhou announced to strengthen COVID-19 prevention and control measures today. Details are as follows: 

Notification of Strengthening COVID-19 Prevention and Control Measures in Liwan District (No. 55)

Currently, Liwan District sees a challenging and complex situation in COVID-19 prevention and control and faces acute stress to prevent inbound cases and domestic resurgence. To curb the spread of COVID-19 and protect people's health and safety, Liwan District COVID-19 Prevention and Control Command Center has made a deliberate decision to implement the following COVID-19 prevention and control measures within the district from November 29:

1. Efforts shall be put into creating "COVID-free communities" and "COVID-free buildings." All residents are encouraged to engage in the combat against COVID-19. Community and villagers' (residents') self-governance shall be promoted and property owners' committees shall play their role. Mutual support and care shall be promoted in the neighborhood and CPC members, volunteers, and villagers (residents) in urban and rural areas shall be extensively mobilized. Community and villagers' (residents') COVID-19 prevention and control volunteer teams are encouraged to be established. Efforts shall be pooled together to create "COVID-free communities (villages, residential communities, and grids)" and "COVID-free buildings."

2. Communities, residential communities, public institutions, compounds, enterprises, public venues, and businesses shall urge their residents or employees to reduce their movement. Strict management of entry and exit shall be implemented at every entrance of these venues, including measures such as health code checks, checks of 48-hour negative PCR test results, venue code scanning, temperature checks, and proper mask wearing. Residents shall avoid non-essential outdoor activities, visiting, and gathering. Contactless food delivery and parcel sending and collection are encouraged.

3. Apart from medical workers, suppliers, community staff, volunteers, and employees of government departments and public institutions responsible for COVID-19 control and prevention, enterprise and public institution employees and residents are encouraged, if conditions permit, to adopt flexible working hours and work from home for the time. Party and government bodies, public institutions, and state-owned enterprises shall limit the number of workers to the office and arrange their shifts on a staggered schedule to minimize the flow of people and gathering. People working from home are encouraged to work as volunteers in their local communities to help fight COVID-19 and serve the residents. Cross-district commuters are encouraged to take a PCR test once a day, and avoid dining in restaurants, dining together, gathering and going to places other than their residences and workplaces, especially crowded places.

4. Enclosed management shall be implemented in communities, economic cooperatives, urban villages and residential areas.

(1) Necessary entrances and exits shall be left open for each enclosed management area, video monitoring equipment shall be installed, 24-hour duty shall be arranged, and emergency exits shall be reserved to ensure orderly access. The management of entry and leaving shall be strengthened in these areas, including measures such as health code and 48-hour negative PCR test result checks, venue code scanning, temperature checks, and urging people to wear masks properly.

(2) Residents in enclosed management areas shall try to avoid going out and gathering, strengthen personal health monitoring, and take PCR tests as arranged by the subdistricts. People from outside the enclosed areas are suggested not to visit except for essential reasons.

(3) Lessors including the letting agency, landlords and mesne landlords shall specify the person in charge of COVID-19 prevention and control and the contact person, and keep the community or the economic cooperatives posted with the information of the leased property and tenants as required. Those who do not report the situation of the leased property and do not cooperate with the government, communities and economic cooperatives in their work shall be held legally responsible according to laws and regulations. Meantime, tenants, companies and individuals shall perform the above responsibilities and take the initiative to report to the community and the economic cooperatives.

5. Universities, technical and vocational education and training institutions will continue to be placed under closed-off management. Primary schools, secondary schools, and kindergartens shall continue to be closed, and their in-person classes shall be suspended. All training institutions shall continue to suspend offline teaching, and nurseries and childcare institutions shall suspend their services. Special venues such as those under public security and judicial supervision, welfare facilities, elderly care institutions, maternal and child health care centers, and rehabilitation institutions, shall continue to be put under close-off management.

6. All kinds of large-scale meetings, forums, training, performances, sports activities, exhibitions and sales promotion activities shall be suspended temporarily. Apart from providers of public services such as water, electricity, fuel, gas, telecommunication, sanitation and food supplies, supermarkets (including farmers' markets), pharmacies, medical institutions, and catering service providers (takeaway and delivery services only), all businesses shall continue to suspend operation. Visitors must present their health codes and 48-hour negative PCR test results, scan venue codes, take temperatures and wear masks properly before entering the above-mentioned venues. Business venues in the district that do not meet the requirements of COVID-19 prevention and control or production safety or fire safety shall be temporarily closed.

7. Tourist attractions, hotels, guest houses and other accommodation facilities shall strictly implement measures such as checking health codes and 48-hour negative PCR test results, and urging visitors to scan venue code, take temperatures and wear masks properly. Tourist attractions shall practice real-time regulation over the number of visitors to keep it under 50% of the full capacity. Hotels, guesthouses and other accommodation facilities must inquire visitors' travel history, report to the community or the village economic cooperatives immediately if they find out people with a travel history to places with confirmed cases in the past 7 days, and urge the visitors to implement prevention and control measures.

8. Those traveling (returning) to Guangzhou from other places should make a health declaration and report to their communities. Travelers from other provinces must complete a PCR test as soon as possible upon arrival in Guangzhou, and take PCR test once a day on the second and third days. During the first three days, they shall refrain from gathering for meals or other activities, and they shall not go to public places.

9. All residents shall continue to take proper personal precautions and follow the relevant prevention and control measures to take PCR tests as required and get fully vaccinated. They shall wash hands, wear masks, keep their homes well-ventilated, use serving chopsticks and avoid gathering. They shall wear masks properly when going out, practice one-meter social distancing, refrain from spitting, and cover their cough. They are suggested to not have gathering activities, visit friends or go to crowded places during the epidemic outbreak. They shall have daily health monitoring and go to the nearby fever clinic immediately in case of fever symptoms. If there are symptoms such as sore throat, dry cough, fatigue, and decreased sense of smell and taste, they shall immediately report to the residents' committees and undergo antigen testing arranged by their staff.

10. All entities and individuals must perform their responsibilities of COVID-19 prevention and control. Any entity or individual that fails to fulfill the responsibility, fails to cooperate with the epidemiological investigation, conceals or falsely reports the travel history, leaves the risk areas without permission, assists others to get rid of the epidemic prevention and control management, and causes the spread of the epidemic, will be held legally accountable.

The above measures will be adjusted dynamically according to the changing COVID-19 situation. Notification of Strengthening COVID-19 Prevention and Control Measures in Yuexiu District (No. 34)

Currently, Yuexiu District has seen a challenging and complex situation in COVID-19 prevention and control with an increasing risk of community transmission. To curb the spread of COVID-19 and protect people's health and safety, Yuexiu District COVID-19 Prevention and Control Command Center has made a deliberate decision to implement the following prevention and control measures across the district from the issue time of this notification on November 29 to 24:00 on December 3.

1. Efforts shall be made in creating "COVID-free communities" and "COVID-free buildings". We shall actively guide the participation of all residents, promote the autonomous management of communities and villages, give play to the role of the property owners' committee, carry forward the spirit of mutual assistance among neighbors, and mobilize an extensive range of urban and rural party members, volunteers, and villagers (residents) to form volunteer teams for COVID-19 prevention and control. Efforts shall be pooled together to create "COVID-free communities (villages, residential communities and grids)" as well as "COVID-free buildings".

2. Working from home is encouraged. Enterprise and public institution employees and residents are encouraged, if conditions permit, to adopt flexible working hours and work from home for the time being. Party and government institutions, public institutions, and state-owned enterprises shall limit the number of workers in the office and arrange their shifts on a staggered schedule to minimize the flow of people and gatherings.

3. Large-scale events shall be suspended. Large-scale conventions, forums, training, performances, sports events, and promotion campaigns shall be postponed. Those that must be held shall apply for approval and strictly implement COVID-19 prevention and control measures.

4. Some venues shall suspend operation. Apart from providers of public services such as water, electricity, fuel, gas, telecommunication, sanitation, food supplies and logistics, supermarkets (including farmers' markets), pharmacies, medical institutions, and catering service providers (delivery services only), all businesses shall suspend their operation.

5. Community management shall be strengthened. Closed-off management shall be implemented in residential communities, buildings, compounds, and villagers' (residents') committees. Management of entry and exit shall be implemented at every entrance of farmers' markets, malls, supermarkets, enterprises, and public institutions. Visitors must have their body temperature checked, scan the venue code, and present their negative PCR test results as required before entering the above-mentioned venues.

6. Travelers coming (returning) from outside Guangzhou shall be subject to health management. They shall be guided to declare their health information and report to their community. All travelers from other provinces shall complete a PCR test as soon as they arrive in Guangzhou and take a PCR test on the second and third days. During the first three days, they shall refrain from attending group dining and parties and visiting public places.

7. Residents shall practice good personal protection. We request residents to continue to support and follow the prevention and control measures, enhance personal protection, wear masks, wash hands frequently, keep rooms ventilated, avoid crowds and gatherings, maintain a safe social distance, and take PCR tests in a timely manner. They shall avoid non-essential outdoor activities and crowded places. They shall cooperate to scan the venue code, have their temperature checked, and present negative PCR test results at the entrance of communities (villages), institutions, enterprises, malls, and supermarkets.

8. High-risk areas and temporary lockdown areas shall implement management measures in the time period as required by relevant notifications.

The above measures will be adjusted dynamically according to the changing COVID-19 situation. Fighting against COVID-19 is a shared responsibility for all. We call for every resident's understanding, support and cooperation. Entities and individuals who fail to fulfill their obligations or refuse to implement COVID-19 control requirements will be held legally responsible if their actions have led to the further spread of COVID-19.

Notification of Strengthening COVID-19 Prevention and Control Measures in Huangpu District

Currently, Huangpu District has seen a challenging and complex situation in COVID-19 prevention and control. To curb the spread of COVID-19 and protect people's health and safety, Huangpu District COVID-19 Prevention and Control Command Center has decided to strengthen COVID-19 prevention and control measures across the district from the issue time of this notification on November 29 to 24:00 on December 4. The details are as follows:

1. Community management shall be strengthened. Closed-off management shall be implemented in residential communities, buildings, compounds, villagers' (residents') committees, cooperatives, and grids. Management of entry and exit shall be implemented at every entrance of farmers' markets, malls, supermarkets, enterprises, and public institutions. Visitors must have their body temperature checked, scan the venue code, and present their negative PCR test results before entering the above-mentioned venues.

2. Travelers coming (returning) from outside Guangzhou shall be subject to health management. They shall be guided to declare their health information and report to their community. All travelers from other provinces shall complete a PCR test as soon as they arrive in Guangzhou and take a PCR test on the second and third days. During the first three days, they shall refrain from attending group dining and parties and visiting public places.

Efforts shall be pooled together to ensure a safe, harmonious, and beautiful home.

The above measures will be adjusted dynamically according to the changing COVID-19 situation. Entities and individuals who fail to fulfill their obligations or refuse to implement COVID-19 control requirements will be held legally responsible if their actions have led to the further spread of COVID-19. Huangpu District COVID-19 Prevention and Control Command Center

Notification on Strengthening COVID-19 Prevention and Control Measures in Huadu District (No. 193)

Currently, Huadu District has seen a challenging and complex situation in COVID-19 prevention and control with the mounting pressure of containing imported cases and community transmission. To curb the spread of COVID-19 and protect people's health and safety, Huadu District COVID-19 Prevention and Control Command Center has made a deliberate decision to strengthen COVID-19 prevention and control measures and encourage residents to work from home. The details are as follows:

1. Working from home is recommended. Employees and residents who live in Xinhua, Xinya, Xiuquan, and Huacheng subdistricts shall adopt flexible working hours and work from home from November 29 to December 4 to minimize the flow of people and gatherings. Also, enterprises are  encouraged to adopt the closed-loop management in production and operations as permitted by conditions.

COVID-19 prevention and control measures stipulated in the Notification of Strengthening COVID-19 Prevention and Control Measure in Certain Areas of Shiling Town (No. 188) will continue to be implemented in Shiling Town.

Efforts shall be made in creating "COVID-free communities" and "COVID-free buildings". We shall actively guide the participation of all residents, promote the autonomous management of communities and villages, give play to the role of the property owners' committee, carry forward the spirit of mutual assistance among neighbors, and mobilize an extensive range of urban and rural party members, volunteers, and villagers (residents) to form volunteer teams for COVID-19 prevention and control. Efforts shall be pooled together to create "COVID-free communities (villages, residential communities and grids)" as well as "COVID-free buildings".

3. COVID-19 prevention and control measures stipulated in the Notification of Strengthening COVID-19 Prevention and Control Measures in Huadu District (No.183) issued on November 26 and the Notification of Strengthening COVID-19 Prevention and Control Measures in Huadu District (No. 128) issued on November 3 will continue to be implemented in Huadu District.

The measures above will be adjusted dynamically according to the changing COVID-19 situation.
