Guangzhou Yuexiu District COVID-19 Prevention and Control Center Notification on Further Tightening COVID-19 Prevention and Control Measures

(No.3)

Following the principles of Guangzhou COVID-19 Prevention and Control Notification No.17 and Guangzhou Health Commission's notification on adjusting the COVID-19 risk level of certain areas, in order to rapidly and effectively curb the spread of COVID-19, and to practically guard people's safety and health, we hereby notify the following matters regarding further tightening COVID-19 prevention and control measures:

1. Tighten travel restrictions. Accurately implement classified, categorized control measures, make sure people in lockdown areas and medium-risk areas stay indoors at all ties; other people at centralized quarantine facilities or are under home quarantine must strictly follow COVID-19 prevention and control requirements, actively follow the requirements for health monitoring, and they must not go out without permission; all residents are advised to stay in Guangzhou and Guangdong Province unless your circumstances are exceptional. Residents who do have a pressing need to leave Guangzhou or Guangdong Province must hold a negative PCR test report obtained within 48 hours. All Party and government bodies, SOEs and government-affiliated organizations, schools and travel agencies in Yuexiu District shall take the lead in following travel restrictions and stay in Guangzhou and Guangdong Province except for exceptional circumstances.

2. Strictly control dine-in service. All public catering service providers (including food sellers offering dine-in service) in Yuexiu District shall stop providing dine-in service and provide take-away services either on-site or through online or phone orders. All internal canteens (including canteens of government and public organizations, schools, construction sites, and enterprises) shall implement COVID-19 prevention and control measures, such as conducting temperature screening at the entrance, offering dining service on a staggered schedule for different groups, taking away face-to-face seats, and using partitions.

3. All public entertainment facilities (cinemas, theaters, karaoke bars, dancing clubs, Internet cafes, mahjong houses, cardplaying houses, billiard clubs), cultural facilities (libraries, museums, cultural halls, art galleries), sports facilities (swimming centers, gyms, basketball courts, badminton courts, Ping Pong centers) located in enclosed spaces, as well as indoor leisure activities at tourist attractions will be temporarily shut down. 

The above measures will be adjusted on a dynamic basis according to COVID-19 risk evaluation results.

This notification will be implemented on the day of its printing and distribution.

Guangzhou Tianhe District COVID-19 Prevention and Control Center Notification on Further Strengthening COVID-19 Prevention and Control Measures at Catering Premises

(No.4)

In order to practically guard people's health and safety, following the requirements of Notification No.17 and No.18 issued by Guangzhou COVID-19 Prevention and Control Command Center, we hereby notify the following matters regarding further strengthening COVID-19 prevention and control measures at catering premises:

1. Dine-service is restricted at all public catering premises (including breakfast stores, drink stores, and snack stores, etc.) in Tianhe District. Take-away and delivery services are encouraged.

2. Health code ("access health code") is required for access to catering premises. At places where exclusive "access health code" is yet to be generated, information of the entrants must be recorded. For people who do not have a smart phone, their family members or local community (village) committee or property management service providers can help them apply for a personal "health code". They can print out the health code and bring it with themselves at all times, so that the health code can be inspected as they enter into catering premises.

3. All dine-in customers are required to wear masks and have their body temperature taken. Customers can only take off their masks when their food is served. Customers should put their masks back on once they are done eating. "One-meter line" will be put in the waiting area, meal collection area, and the cashier. If possible, catering premises should separate the exit from the entrance.

4. Provide public spoon and public chopsticks. The number of customers sharing the same table should not exceed 10. After one group of customers have finished eating, catering premises should disinfect the table and chairs before receiving the next group of customers. The interval should be no less than 10 minutes.

5. No more than 50% of the tables in the main hall should be occupied. Distance between tables should be no less than 1 meter.

6. All internal canteens (including canteens of government and public organizations, schools, construction sites, and enterprises) shall implement COVID-19 prevention and control measures, such as conducting temperature screening at the entrance, offering dining service on a staggered schedule for different groups, taking away face-to-face seats, and using partitions.

7. Catering premises must keep a record of the information of their employees and implement health administrative measures following relevant regulations. All people working at catering premises must wear a mask at all times when they are at work.

8. Impose accountability. Individuals and organizations that fail to implement the above measures will be held legally liable in accordance with Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases,  Public Security Administration Punishments Law of the People's Republic of China, Emergency Response Law of the People's Republic of China, and Regulation on the Urgent Handling of Public Health Emergencies.

The above measures will be adjusted on a dynamic basis following the developments of the outbreak and the requirements of prevention and control.

This notification will be implemented on the day of its release.

Guangzhou Baiyun District COVID-19 Prevention and Control Center Notification on Further Tightening COVID-19 Prevention and Control Measures 

(No.5)

In line with recent COVID-19 prevention and control requirements, following the actual COVID-19 prevention situation in Baiyun District, in order to effectively curb the spread the COVID-19, we hereby notify the following matters regarding further tightening COVID-19 prevention and control measures:

1.Strictly implement COVID-19 prevention and control measures in public places.Entertainment, cultural and sports facilities located in enclosed spaces, as well as indoor leisure activities at tourist attractions will be temporarily shut down. COVID-19 prevention and control measures including enhanced ventilation, restricted traffic, body temperature screening, health code inspection, and face coverings will be imposed in farmers' market, commercial areas, entertainment venues, shops, and public exercise venues. Cashless payment is encouraged.

2. Access control will be strictly managed by health code inspection. Following the requirement of Guangzhou COVID-19 Prevention and Control Command Center Notification on tightening COVID-19 prevention and control measures in some key locations (No.18), relevant locations must apply for an exclusive location-specific "access health code" from the local community (village) committee immediately and print out the code and put it in a visible area at the entrance. Residents entering into these places must scan (present) the health code. Community (village) committee, property management service providers must ensure the smooth progress of "health code" application.

3. Strictly control dine-in service. All public catering service providers (including food sellers offering dine-in service) shall stop providing dine-in service and provide take-away services either on-site or through online or phone orders. All internal canteens (including canteens of government and public organizations, schools, construction sites, and enterprises) shall implement COVID-19 prevention and control measures, such as conducting temperature screening at the entrance, offering dining service on a staggered schedule for different groups, taking away face-to-face seats, and using partitions.

4. Strictly follow the requirements for information reporting. Residents must be cooperative in epidemiological investigation in accordance with the law and provide authentic, accurate personal information, health status, as well as other important information related to COVID-19 prevention and control. Residents who have visited medium- or high-risk areas, or key locations, or have come into contact with confirmed COVID-19 patients or their close contacts, must take the initiative to report to the community (village) committee or their employer. Residents must be cooperative in epidemiological investigation. When seeking diagnosis at medical facilities, residents must not conceal any travel or contact history.

5. Take precautions in personal protection. Residents should wear face masks, wash hands regularly, monitor body temperature, avoid gatherings, practice social distancing, take PCR tests as required, and take the initiative to receive COVID-19 vaccination. Residents should pay closer attention to their health status and lead a healthy lifestyle.

6. Impose accountability. Individuals and organizations that fail to implement the above measures will be held legally liable in accordance with Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases,  Public Security Administration Punishments Law of the People's Republic of China, Emergency Response Law of the People's Republic of China, and Regulation on the Urgent Handling of Public Health Emergencies.

This notification will be implemented on the day of its printing and distribution.

Huangpu District COVID-19 Prevention and Control Center Notification on Further Tightening COVID-19 Prevention and Control Measures

(No.2)

In line with recent COVID-19 prevention and control requirements, following the actual COVID-19 prevention situation in Huangpu District, in order to safeguard people's health and safety, we hereby notify the following matters regarding further tightening COVID-19 prevention and control measures:

1. Tighten travel restrictions. All residents are advised to stay in Guangzhou and Guangdong Province unless your circumstances are exceptional.
