Notice on the Centralized Management of Imported Frozen Food by Guangzhou Headquarters for COVID-19 Prevention and Control

To reduce the pandemic risks of imported frozen food, according to the Law of the People's Republic of China on the Prevention and Control of Infectious Diseases and its implementation measures and the Decision of the Standing Committee of the Guangzhou Municipal People's Congress on the Prevention and Control of COVID-19 in Accordance with the Law, as well as other relevant regulations, we issue the following announcement regarding pandemic control measures related to imported frozen foods in Guangzhou:

01. Since Jan 27, 2021, the centralized management warehouse for imported frozen food (hereafter referred to as the centralized management warehouse) that was set up in Guangzhou has been put into full operation. All imported frozen food that is ready to enter the city's storage, production, processing, sales or catering organizations and has obtained the customs declaration of imported goods and the inspection and quarantine certificate of imported goods issued by the relevant State departments must enter this centralized management warehouse. Every piece must be inspected; every package must be disinfected.

02. The consignor of the food entering the centralized management warehouse shall make an appointment with the respective warehouse in advance, for example by telephone or WeChat, reporting the consignor, customs declaration, vehicle, driver and other personnel on the vehicle, destination of food and other information, and agree on the specific time for the vehicle to enter the warehouse. Vehicles and personnel engaged in the transportation of imported frozen food in Guangzhou shall report to the transportation department for record.

03. The outer packaging of each piece (box) of imported frozen food must be inspected before entering the warehouse; the inner packaging and products of each batch of imported frozen food must be inspected by proportional sampling; the inner walls of imported containers and all surfaces of the outer packaging of each box of goods shall be fully disinfected for prevention. After these inspections and disinfections, the goods may exit the warehouse by presenting the customs declaration form of imported goods, inspection and quarantine certificate of imported goods, negative nucleic acid test report, disinfection certificate and certificate for exiting centralized management warehouse of imported frozen food in Guangzhou (hereafter referred to as the "five certificates"). The consignor shall pick up the goods upon notice within the time limit.

04. If the nucleic acid test result of the sample imported frozen food is positive, the corresponding batch of food shall be safely destroyed according to relevant regulations.

05. From Jan 27, 2021, all cold storage locations other than the centralized management warehouse which collect or store imported frozen food, as well as food production, sales and catering organizations in Guangzhou that produce or handle imported frozen food, must strictly check and retain the "five certificates"; any imported frozen food that has not been tested or disinfected in the centralized management warehouse must not be stored, produced or handled in Guangzhou.

06. Any organization or person who violates this notice, fails to send imported frozen food to the centralized management warehouse, or is unable to provide the "five certificates" will be investigated and handled in accordance with relevant laws, regulations and pandemic control policies and be recorded in the credit system.

07. The centralized management warehouses in the city will be adjusted according to the situation on the ground. The list of warehouses will be approved by Guangzhou Headquarters for COVID-19 Prevention and Control and then announced by Guangzhou market regulation bureau.
