Measures launched to support cross-border e-commerce development in Guangzhou

Guangzhou municipal commerce bureau published a document on Sept 7 featuring a total of 19 measures to boost the high-quality development of Guangzhou's cross-border e-commerce.

The import and export volume of Guangzhou Customs' cross-border e-commerce management platforms amounted to 20.87 billion yuan ($3.05 billion) between January and July, with a year-on-year increase of 1.83 percent, putting it top in China in terms of its total import and export volume.

The document regulates the unified supervision and operation procedures for cross-border e-commerce to further facilitate cross-border trade. For example, products imported through cross-border e-commerce that meet policy requirements are able to be allocated within the same warehouse as products for export. 

Security check procedures will also be optimized. Guangzhou aviation cargo terminal will send staff members to Guangzhou international mail exchange bureau to carry out security checks of cross-border e-commerce products at the bureau, instead of at the cargo terminal. 

The document will also relieve burdens for companies, especially small- and medium-sized enterprises. The payment procedures for micro- and small-sized cross-border e-commerce companies in the cargo trade will be further simplified.

Companies are being supported to introduce more talent in cross-border e-commerce, and those meeting certain requirements are eligible to enjoy relevant preferential policies in that regard. Cross-border e-commerce platforms from both home and abroad such as Alibaba, eBay, Amazon and Wish are encouraged to carry out multi-level cooperation in the cultivation of operational talents.
