Guangzhou is striving to build a modern comprehensive transportation system that meets the demands of a world-leading bay area and a global metropolitan area by 2025, taking the lead in achieving connectivity in the Guangdong-Hong Kong-Macao Greater Bay Area.

Infrastructure for a world-class airport, marine ports, and railway stations will be initially completed by 2025.

The city will also finish construction of an international aviation gateway hub, an international shipping hub, and an international logistics center.

Guangzhou will also greatly increase the comprehensive carrying capacity of Guangzhou Baiyun International Airport. The third phase construction of the airport will be finished, turning the airport into a first-class international hub airport with five runways and three terminals.

It is expected that the passenger throughput of Guangzhou Baiyun International Airport will reach 105 million by 2025 and amount to 140 million in the future. A half-hour-long transportation circle between the airport and downtown Guangzhou will be established, as well as a one-hour transportation circle between the airport and other major cities in the Pearl River Delta.

During China's 14th Five-Year Plan (2021-25) period, Guangzhou will focus on pushing forward a batch of major projects for hubs and channels that have been listed among the national intercity railway planning for the Greater Bay Area. It will also accelerate the integrated construction of national railways, intercity railways, and metro lines to build a intercity rail network in the Greater Bay Area centering around Guangzhou.

It is expected that the downtown areas of major cities in the Greater Bay Area can be reached within one hour directly.

Efforts will be made to turn Guangzhou Port into a port with high value. It is expected that the cargo handling capacity at Guangzhou Port will reach 660 million metric tons and the container handling capability will amount to 28 million 20-foot equivalent units (TEU) by 2025.

The city will accelerate the construction of major projects, such as deep-water berths, the fourth and fifth phases of Nansha Port, as well as the extension project of the Guangzhou Port Nansha Grain and General Cargo Terminal.
